The future Community/Association of Serbian Municipalities (ZSO) should be formed very quickly, said Serbian First Deputy Prime Minister and Foreign Minister Ivica Dacic.

According to him, it will represent "the first political authority of Serbs in Kosovo and Metohija since 1999."

Asked whether the ZSO was "a step towards a partition of Kosovo," Dacic told the Belgrade-based TV Pink this was "not being discussed at the moment."

Vetevendosje activists gathered today in the front of Mitrovica Municipality building to oppose the establishment of the Association/Community of Serb majority municipalities and threw red pain at the entrance door. Activists called on the municipal assembly members to initiate a resolution against the establishment of the Association/Community. Kosovo Police reacted by trying to disperse the protesters which, they said, did not announce the protest beforehand as required by law.

Publicist Veton Surroi in an opinion piece writes that the recently-agreed Association/Community of Serb majority municipalities is expected to serve as a mediatory communication body between the Kosovo central government and the local governments of the Serb majority municipalities and, at the same time, a communication channel between the Kosovo Serbs and the Serbian government. However, the legal entity on which the Kosovo and Serbia governments agreed to in Brussels is of course no non-governmental organization, adds Surroi.

Prime Minister of Kosovo, Isa Mustafa, said that Kosovo’s constitutional order has been respected in the agreement to establish the Association/Community of Serb majority municipalities. He however added that while the Association/Community may not be an ideal solution it is a good one. “We should not be afraid of rights we give to others but of misuse of our rights,” wrote Mustafa on his Facebook account. Mustafa stressed that decisions about the establishment or change of the Association/Community will have to go through the Kosovo’s Constitutional Court.

The Albanian National Council in the Preshevo Valley has reacted following the signing of the agreement between Kosovo and Serbia on the establishment of the Association/Community of Serb majority municipalities last night in Brussels. The Council expressed deep indignation over the position of the Albanian community in Preshevo Valley and calls for concrete and coordinated actions in addressing issues that are vital to Albanians living in the area.

The Vetevendosje Movement officials during a press conference today said that they will oppose the establishment of the Association/Community of Serb-majority Municipalities and didn’t rule out the use of violence to do so. The leader of the Vetevendosje parliamentary group, Glauk Konjufca, said that this Association/Community is a political autonomy which will be controlled by Belgrade.  “We call on the people of Kosovo to oppose this Association/Community starting from the Assembly and through nation-wide protests,” Konjufca said.

The paper on its front page editorial writes that after a marathon of discussions and international pressure, Pristina and Belgrade have finally signed a historic agreement. "Each party attempted to look triumphant in this agreement, although apparently, both sides have made compromises. Kosovo side is satisfied that the Association/Community of Serb-majority Municipalities will have no executive competences, while the Serbian side insists that this Association/Community will have lots of competences and will be financed by Serbia,” notes the editorial.

The Democratic Party of Kosovo (PDK) MP, Nait Hasani has reacted against the agreement reached between Pristina and Belgrade last night in Brussels on the establishment of the Association/Community of Serb-majority Municipalities. Hasani, through a Facebook post demanded the resignation of the government and called for extraordinary elections.  “The Association/Community means Kosovo’s division and violation of Kosovo Constitution. Kosovo citizens should not accept this Association/Community.
