Thaçi accepted the game of symbols long time ago (Koha Ditore)
Koha Ditore reports that despite the rejection of Thaçi and his cabinet officially that there have been and will be discussions on the symbols of election ballots, different sources in Pristina and Brussels claim that this issue has been opened some time ago with the consent of Kosovo Prime Minister and it will be finalized during the next negotiations. In the meantime, Thaçi has passed the burden of responsibility to CEC. Except for different sources, official statements from Belgrade, and international media have also suggested that the issue of the symbol on the ballots will be part of the agenda of the talks, between Thaçi and Dacic. Sources close to the negotiations team have told the newspaper that Prime Minister Thaçi faced Serbia’s request to remove the symbols of the Republic of Kosovo from ballots, in one of the meetings in Brussels, three months ago. According to the sources, when Thaçi agreed for this issue to be put on the table, “he legitimized the issue of the symbol as a topic of discussions.” Now, adds the source, the work is done, suggesting that Serbia’s request will be fulfilled in one way or another.
No symbol - they will discuss the stamp at polling stations (dailies)
According to Tribuna newspaper, Kosovo and Serbia have already agreed on the design of the ballots for the local elections of Kosovo on 3 November, which would convince Serbs in the north to participate. Ballots will not carry the symbol of the Republic of Kosovo. Instead, they will carry the symbol of Central Election Commission, which will not carry the word Republic. “Central Election Commission” is the only acronym, which will appear in the ballot, said sources of this newspaper.
Based on reliable sources in Brussels, Lajm reports that the issue of the ballots will be discussed during the meeting between the Prime Ministers of Kosovo and Serbia, Thaçi and Dacic, and that an agreement on the appearance of the ballots already exists. The ballots for the northern municipalities of Kosovo will be without state symbols. Instead, they will carry two stamps, one of Central Election Commission and the other of OSCE. It is important for Kosovo that EU has agreed for the ballots to have the same design in the entire territory of Kosovo, with the only difference of the additional stamp of OSCE, for the northern part of Kosovo.
Daka’s report ‘does not contain details’ from Brussels (Koha Ditore)
Koha Ditore reports that after many requests and pressure, head of Kosovo Election Commission, Valdete Daka, has submitted on Monday to the CEC members a written report regarding her participation in Brussels negotiations and the achieved conclusions there. However, CEC members were not satisfied with the one page report, which talks about the role of OSCE in local elections of 3 November, and requested additional explanations from Daka. In the question of CEC member, Fadil Maloku, with whose order did she travel to Brussels, Daka said that “going to Brussels is an obligation, which derives from the agreement of 19 April between Kosovo and Serbia, approved from Kosovo Assembly.”

Kosovo reciprocity measures towards Macedonia (Tribuna)
Kosovo producers continue to face problems on exports of wheat and flour to Macedonia, due to the restrictions placed from this neighboring country on the import of these products. Other producers from the region are facing the same problems. Serbia is the first country which has responded to Macedonia with reciprocity measures. Such decission is not ruled out to be taken from Kosovar authorities, who are waiting for the response to the given ultimatum from CEFTA to Macedonian authorities to annul the decission by the end of this month.
