Osmani calls political leaders to a meeting (media)
Most news websites reported on Wednesday that Kosovo President Vjosa Osmani has invited leaders of political parties to a meeting on Thursday, after a new government proposed by Prime Minister designate Glauk Konjufca failed to get enough votes. Kosovo will now be heading to new parliamentary elections. Spokesperson for the Democratic League of Kosovo (LDK) Besian Mustafa confirmed to Koha that they will attend the meeting called by Osmani and that it will start at 10:30. Klan Kosova reported that PDK and NISMA too will attend the meeting.
Murati accuses parties of barricading against Kurti (media)
MP from the Vetevendosje Movement, Hekuran Murati, accused the Albanian parties that were in the opposition in the previous mandate of barricading together with the Serbian List against Albin Kurti for nine months. “They said they did not want to budget on the budget or on international agreements without a government being elected first, but when they had the opportunity to vote on the new government, they refused again. An opposition united around a single goal: to oppose Albin Kurti,” Murati said.
PDK, LDK demand election date; VV pledges CEC funding (media)
After the session in which the nominee of Vetevendosje, Glauk Konjufca, did not receive the necessary votes to become prime minister, PDK and LDK have called for swift action from the president regarding the announcement of the election date. The political parties that have so far been in opposition have requested that the early elections be announced as soon as possible.
PDK MP Memli Krasniqi said that no time should be wasted in determining the election date. “I very much hope that the extraordinary elections, which must be announced immediately, today or tomorrow, without wasting time, will truly give citizens the opportunity for their verdict, which will give Kosovo a government that before anything else is not a government of a one-party exclusionary mentality but one that restores cooperation as the norm…”, Krasniqi said.
Meanwhile, LDK MP Armend Zemaj called on President Vjosa Osmani not to be influenced by anyone when setting the election date. “We call on the President of the country to respect the constitutional deadlines and not allow any interference by anyone in her decision-making,” Zemaj declared.
The organization of early elections requires allocation of necessary funds for the Central Election Commission. The caretaker Minister of Finance, Hekuran Murati, said that these funds will be secured through savings or surpluses of budgetary organizations. “There is no organized budget. The budget that the CEC had has already been spent because we have had three rounds of elections. However, possibilities must be explored for how we can, within transfers, within remaining savings or potential surpluses in budgetary organizations, secure the necessary budget. Because if the election date is set, the required funding must also be in place for the elections to be carried out,” Murati emphasized.
According to the Constitution, if the government is not elected even in the second attempt, the President of Kosovo announces elections, which must be held no later than forty days from the day they are announced.
Cakolli: Election delays risk institutional and budgetary crises (media)
Eugen Cakolli from Kosovo Democratic Institute warned that any delay by President Vjosa Osmani in announcing the date of early elections increases the risk of institutional, constitutional, and budgetary crises. He said each day without a decision narrows legal timelines and pushes Kosovo toward uncertain political and fiscal scenarios.
According to him, the only realistic election dates are December 21 or 28, but if consultations extend past November 22, the December 21 option is eliminated, risking elections in January.
Holding elections in January, he warned, could endanger state finances because automatic budget allocations cover only January, not February. Cakolli emphasized that elections must be held in December to avoid new crises and ensure institutions are formed on time by early March.
Hamza meets Prattipati; “US is Kosovo’s main ally” (media)
Most news websites reported that newly elected leader of the Democratic Party of Kosovo (PDK) Bedri Hamza met on Wednesday with Chargé d'Affaires at the US Embassy Anu Prattipati. “I started my newest engagement today with strategic partners. The United States is Kosovo’s main ally, and I held my first meeting with Ambassador Anu Prattippati. The PDK is constructive, and I will continue the practice of political dialogue, cooperation and compromise. Our red lines are clear: the Constitution and the laws of the country. Any action that threatens them is unacceptable, and this is why we did not attend the first session of the Assembly today. New elections are the way out of the crisis, and I highly appreciate the US support for the processes that the country is going through. Kosovo needs stability, economic development, and its partners,” Hamza said in a Facebook post.
Bislimi attends EU-Western Balkans informal ministerial dinner (media)
Kosovo’s caretaker Deputy Prime Minister Besnik Bislimi attended the EU – Western Balkans informal ministerial dinner hosted by EU High Representative Kaja Kallas. In his address, Bislimi talked about security threats and continuous hybrid attacks against democracy and development and the importance of unity when facing such challenges. He congratulated Albania and Montenegro for advancing in their respective paths on European integration, and the commitment of Ukraine and Moldavia for joining the European Union. He said Kosovo continues to support Ukraine in their fight against Russian aggression.
Bislimi highlighted Kosovo’s progress in reducing unemployment from 23.8 percent to 10.9 percent, the implementation of reforms toward EU integration, fully alignment of Kosovo’s foreign policy with that of the European Union, the good border management after visa liberalization, and positive indicators in the fight against corruption, and the rule of law.
Bislimi also said that the geopolitical moment highlights the need for and importance of European security and enlargement and that in this respect giving Kosovo the candidate status and achieving consensus in the decision-making in the EU represents a key step in the process and would send a strong message of unity.
More time requested for closing statements at Specialist Chambers in The Hague (media)
All defense witnesses for Thaci, Veseli, Krasniqi, and Selimi have finished testifying at the Kosovo Specialist Chambers. The remaining steps are the submission of final written arguments and closing statements before the verdict.
The court had set December 22 as the deadline, but both defense and prosecution have requested an extension of about 60 days, potentially until January 30, 2026, due to the case’s complexity, with over 100 victims and 100 witnesses per side. The defense also wants enough time for the accused to review all evidence and may deliver individual statements during closing arguments, possibly extending proceedings into March or April 2026. The judges are expected to decide on the new deadline by Friday.

Djuric: Serbia must accelerate reforms on its European path, we firmly protect national interests (Kosovo Online)
Serbia’s Minister of Foreign Affairs, Marko Djuric, stated yesterday that a pro-Serbian campaign has been underway in Brussels in recent days, highlighting the results achieved so far in implementing reforms, with the aim of ensuring that Serbia — as the central country in the region — does not fall behind surrounding states in the process of European integration.
The Serbian foreign minister also said that Serbia has its own national interests, which it protects very firmly in Brussels — both regarding Kosovo, and regarding the position of the Serbian people in the region.
According to Djuric, Serbia must continue implementing reforms so that it does not lag behind other countries in the region that, as he noted, will undoubtedly in the coming years gain the right to participate in decision-making at the European table in Brussels.
“We are here in Brussels at the center of a genuinely pro-Serbian campaign that has been taking place these days at the headquarters of the European Union,” Djuric stated.
He recalled that the Speaker of the National Assembly of Serbia, Ana Brnabic, was in Brussels, and that yesterday a delegation of the Ministry of Foreign Affairs was present.
“Our goal is to clearly present to the European public and to the highest officials of the European Union the reform steps that Serbia has taken in recent weeks and months, and the renewed energy with which we are approaching the process of European integration,” Djuric said.

Kosovo Parliament rejects Konjufca for PM, snap elections likely in late December (Beta, N1, media)
During a special session on Wednesday, the Kosovo Parliament failed to elect Glauk Konjufca, the candidate from the Self-Determination Movement, as the new prime minister, reported Beta agency.
In the 120-seat Parliament, Konjufca received 56 votes in favor and 53 against, with four MPs abstaining.
At the start of the session, Konjufca presented his government program and his slate of nominees for deputy prime ministers and ministers. The proposal was nearly identical to the one submitted by the previous prime minister-designate, Albin Kurti.
The only distinction was a role swap: Kurti was proposed as First Deputy Prime Minister and Minister of Foreign Affairs, positions Konjufca had been slated for under the previous prime minister designate.
Following Wednesday’s vote, Kosovo President Vjosa Osmani is constitutionally required to dissolve the Parliament and schedule snap parliamentary elections within 40 days.
Media in Pristina reported that these elections could be scheduled for December 21 or 28.

In front of the Serbian List in the Assembly of Kosovo, Igor Simic spoke and repeated that the position of this party will not change and that Self-Determination has made hundreds of decisions against the Serbian people, reported Kosovo Online.
"Last time, we presented a clear position, and since we see that this is the same story, only a different package, the position is the same. You made a hundred decisions against the Serbian people, you did not bring anything good to the Albanians, Bosniaks, Gorani, Egyptians, Roma, or any other people. What will you be remembered for, you will be remembered for breaking all possible regulations, for creating a dictatorship and for the terrible desire to preserve your seats, privileges at any cost and to escape from the voice of the people. That's why the Serbian list will not support this and that's why we are going to the elections, and there you will see what response the citizens will give to everything you did. The Serbian list will not vote for what Albin Kurti has prepared, but sugarcoated it," said Simic before the vote.
KoSSev portal reported that last night a meeting of the extended presidency in the premises of the Serbian List in North Mitrovica was held, where, as the SL announced on Instagram, the political and security situation was analyzed and the results of the recently concluded local elections.
Vucevic: Important that the Russians decided to sell their package in NIS (Tanjug)
The president of SNS and advisor to the president of Serbia for regional issues, Milos Vucevic, said yesterday that it was important that the Russians decided to sell their package of shares in NIS.
"Good news for us. We did not impose sanctions on the Russians, as a country. That is the decision of the USA. We are there only as collateral. In that geopolitical game, we behaved fairly. It is important that the Russians decided to sell their package. I hope we will get new co-owners, since the state of Serbia is also the owner," Vucevic told reporters in Negotin, reported Tanjug.
Vucevic said that since October 9, citizens have not felt fuel shortages, and that the state was preparing.
"I was happy with the news that Minister Djedovic Handanovic shared with us," said Vucevic.
Serbian architects to Kushner: Terminate the General Staff deal (N1)
The Union of Architects of Serbia (UAS) sent an open letter to Jared Kushner, US President Donald Trump’s son-in-law, whose company plans to build a residential and business complex featuring a luxury hotel on the site of the General Staff and Ministry of Defense complex in Belgrade - a legally protected cultural monument of national and European importance.
The Union of Architects of Serbia has carried out an assessment regarding the project planned by Jared Kushner and his partners at the location of the General Staff building complex in Belgrade. On November 18, the UAS sent its conclusions to Kushner via an open letter and a technical annex summarizing their findings, offering an unequivocal conclusion.
“Our analysis reflects the position of a broad and united front of professional organizations, the academic community, students, civil-society groups and ordinary citizens. Our core message is clear: prevent the demolition of the General Staff complex and urgently bring decision-making back within the rule of law, professional standards and the public interest,” the UAS said among other things.
