Chapter 35 outrages Serbia! (Koha Ditore)
Publicist and political analyst Halil Matoshi writes that the opposition in Kosovo is completely silent on the issue of opening of EU-Serbia accession talks, in particular Chapter 35, because in many ways this chapter discards “conspiracy theories” that the Association/Community of Serb majority municipalities is a “mini-state”. According to Matoshi, Chapter 35 of EU accession talks in a way undermines the Association because it obliges the northern municipalities to fully respect Kosovo legislation whereas in the Agreement for the establishment of the Association/Community, the municipalities would have full autonomy in a number of matters. Not only does the Chapter 35 forces Serbia to abandon Kosovo along with its services but it also forces the northern municipalities to finalise and consolidate their administrations in accordance to Kosovo laws. Furthermore, authorities in the northern municipalities will have to exclusively use the seals and signs of the Republic of Kosovo, writes Matoshi. The people of Kosovo, he adds, should feel safe and free in its sovereign territory and rest assured that no entity such as Republika Srpska will be created in Kosovo. If the people in Serbia should be told that Kosovo is an independent country so should the people of Kosovo be told that they are not to be manipulated by party structures and remain neutral to this false battle the opposition is waging, concludes Matoshi.
