Dialogue to continue for ten days (Danas)
The Community/Association of Serbian municipalities (ZSO) should have its coat of arms, parliament, president and the council of 30 members.
Belgrade-Pristina dialogue could be continued for ten days. Until then there will be consultation with both sides, and if judged that the agreements on the Community/Association of Serbian Municipalities and telecommunications could be signed, there will be a new meeting between the two Prime Minister Aleksandar Vucic and Isa Mustafa, learned Danas from sources close to the negotiating teams.
As sources said to Danas, in addition to disagreement over whether employed, in the Community/Association of Serbian municipalities are civil servants, as Belgrade believes, or not, how Pristina assesses, agreement was reached on this topic. Danas sources say that according to the EU proposal, which the both sides accepted, the ZSO should have its coat of arms, assembly, which will make binding decisions for members of the Community, the President who represents the Community/Association in Kosovo and outside, and his deputy, then the Council of 30 members, as a political body which would be composed of mayors, representatives of the Serbian Orthodox Church, prominent people from the Serbian community. The proposal, as we learn, provides that the ZSO has an executive council or board of seven members who would have their own departments and that body would make decisions relevant to the daily functioning of the ZSO.
Also, it is envisaged that the ZSO has an administration of the community, with its Head, who will correspond to the Board or the Executive Council. Employees, according to the agreement, will be paid from the funds of the ZSO, which would be financed from its own funds, municipalities and central government. Interlocutors of Danas emphasized that it was very important that the ZSO has acquired the right to unrestricted funding from Serbia. As the sources said, it was envisaged that the ZSO was exempted from paying taxes, customs, and duties.
