In order that constitutional amendments referring to the creation of Kosovo armed forces are adopted by the Kosovo parliament votes of at least 13 MPs from the ranks of non-majority communities are needed.
Proposal of the constitutional amendments referring to the creation of Kosovo armed forces can hardly pass in the Kosovo parliament without support of Serb MPs. President of the Serbian List Aleksandar Jablanovic said to Politika that MPs from that list will vote against that proposal.
“Nine out of ten Serbs in the parliament of Kosovo and Metohija are from the Serbian List. Without Serb votes neither a law on special court nor a law on armed forces can be adopted, along with many other important laws that await Kosovo in the future,” said Jablanovic and explained that votes of 13 MPs from the ranks of non-majority communities are needed in order for this proposal to be adopted.
The chairperson of the Serbian parliament’s committee for Kosovo and Metohija, Milovan Drecun, said that issue of Kosovo armed forces can’t be linked with the Association/Community of Serb municipalities. According to him those two topics are separate ones and can’t be addressed in one package, because Kosovo armed forces are not foreseen by the UNSC Resolution 1244 and by the Brussels Agreement, whereas the creation of the Association/Community of Serb municipalities is foreseen by the Brussels Agreement. He further said that UNSC Resolution 1244 stipulates that the only armed force that can be present on the territory of Kosovo and Metohija is KFOR.
