German Ambassador to Serbia Heinz Wilhelm stated that Germany wants negotiation chapters with Serbia to open as soon as possible and that issue of Kosovo has to be settled.

From German perspective the precondition for the opening of chapters is that chapter 35, which refers to Kosovo, is the first one to be opened, whereas the precondition for its opening is full implementation of the Brussels Agreements, said Wilhelm to TV Pink.

German Ambassador went on to say that creation of the Association/Community of Serb municipalities is still missing, while talks over its creation are developing with many efforts. He further said that following the opening of the chapter 35, chapters 23 and 24 could open as well.

“When it comes to negotiation process of Serbia, we have a specific problem that the Kosovo issue has to be settled,” said Wilhelm.

When asked about formulation of ‘normalization of relations with Kosovo’ Wilhelm said that normalization doesn’t mean recognition, and explained that it means setting a good neighborly relations.
