Official Belgrade is ready to propose an annex to the Brussels agreement in regards to the Kosovo Security Force. Regional Commander would be a Serb; a composition would reflect the ethnic structure.
Kosovo security forces in the north of the province would reflect ethnic composition, and the Serbs would have their regional commander in that formation.
As Novosti unofficially learn, Serbian officials should appear with this proposal before the European Union and Pristina in the continuation of the dialogue.
Our well- informed sources reported that precisely this idea should be used for the introduction of the annex to the Brussels agreement, about which the first talked President Tomislav Nikolic. And it is the issue around which there will be struggle, when two sides sit at the negotiating table after the parliamentary elections in Serbia.
According to our findings, “Serbian units” would function in the system of provincial security, but the model implemented in the organization of the police in the north would be used. This would imply the existence of a regional commander and the composition of the units that reflect the ethnic composition of the north.
Action of the units from the north would be co-ordinated with the Community of Serbian municipalities. At the same time, in this area there would be no other parts of Kosovo’s security structures as already decided by the Brussels agreement.
This solution, according to our sources, in the long-term would be a guarantee of safety in the north since NATO structures in Kosovo will not remain indefinitely. A model considered resembles the BiH army composed of three brigades – Muslim, Croat and Serbian.
Army of Kosovo, according to announcements from Pristina will have 5,000 members, while 3,000 will be in the reserve forces. The new armed force in the Balkans will be operational by 2019th, until when the authorities in Pristina will end the constitutional changes, the supply of arms and military equipment, and training of personnel. Army of Kosovo will have an initial budget of 65 million euros.

Due to the announcement of Pristina on the formation of the army, President Nikolic announced that in the continuation of the dialogue a new annex to the Brussels Treaty is required whose essence would be that the Serbs in the north get their army, “if Pristina makes its own”.
– There are clear guarantees that the so-called Army of Kosovo, which will be formed in two or three years, will never set foot in northern Kosovo and Metohija – reminded the head of state.
