Not only that recommendations of Ombudsperson are ignored from other institutions, but it continues to have limited access to public documents, while the number of ignored recommendations of this institution is growing, prosecution did not initiated legal procedure to punish those who are abusing with obligations towards this institution.
The Law over Ombudsperson clearly determines obligations and consequences for the refusals towards this institution. But the address of violation of human rights in Kosovo is becoming an object, towards which legal violations and disrespecting of recommendations is becoming a tendency.
Only lately 60 recommendations in institutional level have been ignored. All recommendations, over 300 recommendations, which are about heavy human rights violations, have not been respected in the entire state structure.
Ymer Beka, chief prosecutor of Pristina Basic Court does not have information if it has been initiated a case to punish those who were careless towards recommendations and requests of this institution
Sami Kurteshi, who was officer in charge in duty of Ombudsperson, since this institution became part of state institutions, does not show the feeling to have changed something in the culture of respecting recommendations towards this institution.
