The Human Rights Fund in Kosovo issued a press release today opposing the establishment of the war crimes tribunal outside Kosovo and against ideas that it should address only KLA crimes. The Human Rights Fund calls for a special court for war crimes seated in Kosovo that would consist of international and local judges. “It is crucial to build the capacities of local judges who in the future will have a leading role in reviewing war crimes cases. At the same time, the HRF calls on Kosovo institutions to fully implement the law on witness protection, and on EU member states and the USA to provide assistance during the implementation of witness protection programmes. Only in this way will Kosovo be able to implement proper justice mechanisms. Greater efficiency in processing war crimes cases requires official cooperation between judicial authorities of Kosovo and Serbia. This topic should be included in the dialogue between Pristina and Belgrade,” the press release said.
