Latifi: CEC is preparing for elections, as if they were already scheduled (RTK2)

If the draft law on general elections will be adopted soon, holding early parliamentary elections, under the new law, is possible. In such a case, the only requirement of the Central Election Commission is the 45 day deadline, to prepare for a new legal framework, Bajram Latifi, a member of the Central Election Commission, told RTK2.

“For the past 14 years, the Central Election Commission has accumulated enough experience to be able to prepare the elections in a very short period. However, there is a difference, whether elections will be held under the old law adopted in 2008, or they will be held under the new law, which passed its first reading in the parliament,” says Latifi.

“If it happens quickly, it is possible that early elections will be implemented according to the new law. The Central Election Commission only requested from the parliament to define the specific deadline, within the Law, so that CEC would be able to harmonize its regulations,” said Latifi.

The Central Election Commission required 45 days for a new electoral law, since the proposed changes are not so great. “Given that this is not about important changes, that this is a reform which political circles call cosmetic reform, the 45 day deadline would be sufficient for harmonizing CEC regulations,” considers Latifi.

However, Latifi said that the Central Election Commission and the Secretariat of the CEC are already preparing, as the elections are already called and will be held in 45 or 30 days. “Certain procurement procedures are in process, and soon we will start with the recruitment, since the CEC cannot conduct elections with its permanent staff only,” said Latifi.
