Kosovo Minister for Foreign Relations Enver Hoxhaj, on the occasion of the first anniversary of Brussels agreement, assessed that agreement was the first step in normalization of relations and added that Serbia has to pass five phases until good neighboring relations are established.

“First, Serbia has to implement all reached agreements in dialogue with Kosovo. Second, Serbia has to disband all illegal parallel structures in Kosovo. Third, it has to enable integration of Serbian community in the Kosovo institutions,” said Hoxhaj. According to him, Serbia must not block membership of Kosovo in the European and world organizations, including membership in the UN. “In the end, mutual recognition should follow between Kosovo and Serbia, as two independent and sovereign states. Only after all those conditions are met, we could talk about normalization of relations,” said Hoxhaj.

Adviser to the Kosovo Prime Minister Bekim Çollaku accused Belgrade for running late with implementation of the agreements, particularly when it comes to disbanding of courts in northern Kosovo. He assessed that small shifts were also made when it comes to disbanding of the ‘illegal formations in the security sector’, and establishment of the Community of Serbian Municipalities.

Kosovo politicians also assessed that parliamentary elections in Serbia and announced elections in Kosovo have also contributed to slower pace of implementation of the agreement, reached in Brussels last year on 19 April.
