The international prosecutor Clint Williamson, who is investigating the crimes of the KLA, should complete its investigation until June, and the first indictments could be issued in 2015. Details of the charges will be known after being filed in the Special Court, which should be operational, at the beginning of 2015. According to the same sources, the Special Court will start working when all required procedures will be completed.
First, as stated, it is necessary to amend the constitution. Then the countries, in which will be placed the court, should ratify the agreement. After that funds for the work of the court must be allocated and recruitment of employees must be completed. As stated by some diplomats, the completion of these tasks will take several months, so the Court will start working earliest at the beginning of 2015.
