In the case of repeated elections in Kosovo, Serb representatives would have a better result. It could be proposed national and party list of candidates.

If Albanian parties in Kosovo do not reach an agreement on a governing coalition, elections held on June 8 will be repeated, and such the outcome goes in favour of the Serbian List. Having learned from the CEC “manoeuvres”, which dictated the electoral rules before the start of the campaign, erasing the possibility that Serbs except 10 get and a guaranteed mandates, this time Serbs in Kosovo would not miss the opportunity to prepare two lists with which almost would have 16 seats.

A list would represent the Serbian community, and as such with votes of a few voters would provide 10 guaranteed seats. The second list would be a party one and would apply for the distribution of 100 mandates that and Albanian parties are competing for, and if the result of elections held on June 8 is repeted, the Serbian List would have six deputies. All together, Serbs would get up to 16 seats.

An option of repeated elections, according to Pristina media, is not that far, because there is no agreement on the assembly president, without it the Parliament will be dissolved and elections will be held again.

Meanwhile, the Serbian List has already submitted a complaint to Complaints and Appeals Panel, as confirmed by Nenad Rikalo member of the CEC, they are waiting the answer. The president of Serbian List Vladeta Kostic explains to Novosti that appeal requires redistribution of mandates under the Law on general elections based on which the elections were held, and not on the basis of the interpretation of the CEC. If the complaint is accepted, the Serbian List would have an additional 6 seats, in addition to nine that were allocated from the group of guaranteed.

The Progressive Democratic Party (PDS) and Nenad Rasic also addressed the Panel of Appeals, who has won one of the ten guaranteed seats. The PDS doubts that the voices of invalid ballots from the north should belong to their party, and they have objections to the votes from Serbia believing it impossible that 8 000 voters voted for the same list and for five identical people.

New chance

If the provincial government is formed, and Serbs remain with the ten mandates, beside appeals, the balance of power will be just in this Parliament. Because, in each subsequent election race, Serbian parties, if they reach an agreement, can enter with the two lists, which opens the possibility to have additional seats with ten guaranteed.
