Head of the Office for Kosovo & Metohija, Marko Djuric, told RTS that all recommendations from the European Commission’s report are beneficial for Serbia. Djuric emphasizes that we can certainly expect change of the Constitution, not just because of the relationship with Pristina, but also because of European integrations.
Part of the European Commission report is regarding the relations between Belgrade and Pristina. This year’s elections in the province were positively evaluated, but stalemate in the dialogue and implementation of Brussels agreement was noted.
Djuric explained that part of the report of the European Commission is related to the implementation of the Brussels agreement, the establishment of the Community/Union of Serbian municipalities, as well as addressing the issues of civil government, which will be discussed later. “Normalization of relations with Pristina is implemented because of us,” says Djuric.
Speaking about the possibility of changing the Constitution, Djuric said that in negotiations between Belgrade and Pristina, the legal framework is seen as something given. However, at some point the Community of Serbian municipalities must be incorporated in the legal system, in order to provide legal certainty. Djuric emphasizes that we can certainly expect change of the Constitution, because of European integrations. According to him, it is important that our Constitution also provides the possibility to adopt the constitutional law that refers to Kosovo and Metohija.
Regarding the resumption of negotiations with the EU, Djuric expects that till end of the year, in parallel with chapter 35, will be opened another chapter. Djuric said that all the recommendations of the European Commission are useful for Serbia.
Commenting on media speculation that Kosovo President Atifete Jahjaga will visit Belgrade on November 1, Djuric said he had no such information, but all citizens who do not violate the law can move throughout the territory.
Speaking about the assembly in Pristina which has not yet been constituted, Djuric said that fact still there is no government, does not suit us, but we cannot choose leaders for the Albanians.
When it comes to the money from the taxes that are collected from the two administrative crossings and paid into a special fund, Djuric said that 2.3 million euros, which so far has been collected, are not used, because Pristina is blocking selection of the Serbian member with that fund.
