Regional seminar on Parliamentary oversight over the government

Secretaries Generals of Western Balkan Parliaments meet in a seminar on Monday in Prishtinë/Pristina to discuss about Parliamentary oversight over the government and responsibilities and practices of parliamentary staff during the performance of the oversight activities.

Secretaries Generals of the Parliaments of Hungary, Slovenia and Croatia attended the seminar.

This seminar was supported by the OSCE Mission in Kosovo in cooperation with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).

VLAN bloc divided, agreement heading to failure

The continuous persistence of the two Bloc partners, namely LDK and AAK on the position of the Prime Minister has resulted in division within VLAN bloc.

LDK says that they will not give up Prime Minister’s position whereas in AAK the PM position is not negotiable. However differently from the past statements, this time AAK has not excluded a potential coalition with PDK in case of VLAN bloc’s dissolution.

Ahmet Isufi of AAK said that 10 June agreement cannot be kept hostage to unilateral actions of any political entity that is part of the coalition. According to him, leaders should stick to this agreement; otherwise, the responsibility for potential failure will fall on that particular political subject and its leader.

Nevertheless Arban Abrashi of LDK said that the presidency considered that Prime Minister’s position belongs to LDK since it has the parliamentary majority within the VLAN bloc partners.

LDK’s final decision whether it will continue to remain part of the Bloc or finally leave, is expected to be announced on Thursday following a presidency meeting.

On the other hand KTV learned that AAK chairperson Ramush Haradinaj met with Nisma për Kosovën chairperson Fatmir Limaj and Vetëvendosje chairperson Albin Kurti to discuss the current developments within Bloc.

The future of VLAN bloc has been set under question since the Bloc decided to give up the Assembly Speaker position.

Following this decision, LDK through its officials started to promote as unnegotiable the stance that the position of the Prime Minister belongs to LDK whereas AAK considered these statements as orchestrated by Mustafa himself.

Jacobson: My statement had effect

US Ambassador in Kosovo, Tracey Ann Jacobson expects within this week the end of the current institutional crisis. Jacobson spoke to media for the first time after her famous statement addressed to Kosovo politicians.

Jacobson said that she feels sorry in case someone felt offended by her words; however, according to her, the time has come for such strong messages.

Jacobson said she noted a change after her speech in FOL organization, and probably this made VLAN Bloc to give up from the Assembly Speaker candidacy.

Ambassador Jacobson said that she expects within this week to see movements related to the call of Assembly session and election of the Assembly Speaker.

Kosovo without a national strategy for financing child protection

A research conducted by a coalition of NGOs for Child Protection in Kosovo on the topic ‘Is taxpayers money reaching children in need’ warned that Kosovo lacks a national strategy for financing child protection.

Sharr Kurtishi author of the research said that Kosovo children are exposed to large risks. According to Kurtishi we have abandoned children, beggars, victims of trafficking, mistreated children, children who use narcotic substances and have asocial behavior. Kurtishi raised the questions if any of the above issues are being properly addressed.

Moreover he said that financing of child protection should not depend only from government sources but as well from the public and private sector.

On the other hand Behxhet Gagjiqi, advisor to the Kosovo ministry for labor and social welfare said that the taxpayers money is actually reaching to the children in need.

While the head of UNICEF in Kosovo, Laila Omar Gad considered that investing in child rights is not only an international obligation but it is a right guaranteed by several strategies and the Constitution of Kosovo.

Agriculture census almost finalised

Agriculture census project is positively progressing and is almost close to finalization phase. During 17-days of the project, over 85 % of Kosovo family households have been registered.

According to Isa Krasniqi, head of the Kosovo Bureau of Statistics, the only problem census faced is the refusal of the four municipalities in northern Kosovo.

Krasniqi said that these municipalities have not so far responded to the agriculture census, but he added that the census in other Kosovo municipalities is progressing as expected.

Agriculture census will be finalised by November 20th.
