Draft plan for Kosovo and Metohija is ready (Vecernje Novosti)

Proposal for the solution of K&M status will be a joint project between the Government and the President of Serbia. The document is already roughly drafted and daily consultations between Tomislav Nikolic and Aleksandar Vucic began, learned Novosti.

Since there are indications that Brussels will be able to speed up resolving of the issue of Kosovo and Metohija status, the Serbian government has decided to offer a solution and presented some ideas in international circles. Assessment of the state leadership is that without this “offensive” of official Belgrade, each new round of dialogue in Brussels would represent a loss for Serbia.

According to our information, a key part of the Serbian proposal will apply to the Community of Serbian municipalities (ZSO) in Kosovo. According to some diplomatic signals, the intention of the West is to bring the jurisdiction of ZSO to senseless (reducing it to the “pens and coasters” NGO), while Belgrade see ZSO as the most important pillar of the Brussels Agreement and the survival of Serbs in Kosovo.

The core of the problem is that the EU is having the position that ZSO should be established in accordance with the laws of Pristina, which would result in the Community, without authorization.

Also, Serbia will enter the new heavy diplomatic battle, which could politically mark next year, with the firm intention of defending the constitutional provisions relating to the southern provinces. Plan for Kosovo and Metohija will represent, namely, the “red line” and offered options can be attributed to the substantial autonomy which Serbian constitution already provides.

Belgrade expects that many things will be clearer after the Brussels meeting, to which were invited Aleksandar Vucic and Isa Mustafa. Also, clarification of the expectations will be clearer after opening Chapter 35.
