UNMIK has violated human rights in Kosovo and Metohija because it failed to carry out  effective investigations on missing and killed Serbs, published Human Rights Advisory Panel (HRAP).

HRAP published that four opinions have been adopted in January saying that UNMIK failed to act in line with its mandate.

According to HRAP, UNMIK failed to carry out effective investigations in case of missing Veljko Markovic and in case of murder of Đorđe Kuzmanović, missing Stanojko Mladenović and Jasmin Lukačević. Thus, UNMIK has violated the European Convention on Human Rights, because it contributed to complaints’ distress and mental suffering.

Veljko Marković went missing from his work place in Pristina on 9 February 1999. His mortal  remains have been found on 17 December 2010. Stanojko Mladenović went missing on 21 June 1999. Since that time, his whereabouts remain unknown. Đorđa Kuzmanović was reportedly abducted by KLA on 21 June 1999, from his family house in Djakovica/Gjakovë. His mortal remains were discovered in 2002 and subsequently returned to his family on 23 May 2003. Jasmin Lukačević was reportedly kidnaped in Podujevo/Podujevë region on 19 April 1999. Since that time his whereabouts remain unknown to his family.

HRAP was established by the United Nations Interim Administration Mission in Kosovo (UNMIK) in 2006 in order to examine complaints of alleged human rights violations committed by or attributable to UNMIK. There remain 84 pending cases before the Panel.
