Berlin’s conditions for opening of the chapter 35 (Politika)

It could be heard, unofficially, that the reason behind the Serbian Foreign Minister Ivica Dacic’s anger with regard to new conditions set to Serbia related to its pre-accession talks with the EU is that European Union High Representative for Foreign Affairs and Security Policy, Federica Mogherini, during her recent visit to Belgrade actually presented Germany’s conditions as additional ones for opening the chapter 35, which refers to Kosovo.

Berlin’s conditions for opening chapter 35 are:

1)    Statute of the Association/Community of Serb municipalities (A/CSM) in line with Pristina’s laws – no agreement, Pristina obstructing it because it wants to place the A/CSM at the level of an NGO
2)    Agreement over the Kosovo’s telephone code – no agreement, Pristina is trying to obtain the code, negotiations will follow
3)    Integration of the Civil Protection into the Pristina’s system – agreement signed in late March in Brussels
4)    Construction of the crossings check points from hard constructing material – not implemented
5)    Implementation of the agreement on energy – new round of negotiations is pending
6)    Removal of the Park of Peace over the Ibar/Ibër Bridge in North Mitrovica – didn’t take place
7)    End of smuggling at illegal crossings – accomplished, there are no more alternative crossings
8)    Kosovo passports are accepted on Serbian borders – Albanians are entering Serbia with Kosovo documents accompanied with the ‘identification confirmation paper’ issued by Serbian administration at crossings
9)    Participation of Pristina at all regional forums – implemented
10)    Taking over of the lake and hydro-power plant ‘Gazivode’, and power transformer station  ‘Valac’ by Pristina – Serbia is refusing it, requests agreeable solution
11)    Local self-administration integrated into the Kosovo system – implemented.

Despite everything Brussels’ official still claim that there are no additional conditions for Serbia on its EU path.
