Two years since Brussels agreement (IRS)

On this day two years ago, the first agreement was signed on the principles of the normalization of relations between Belgrade and Pristina, known as the Brussels agreement. On behalf of the Republic of Serbia it was signed by then Prime Minister Ivica Dacic, and on behalf of the Kosovo Government it was Hashim Thaci, in the attendance of the former EU High Commissioner Catherine Ashton, who mediated in the dialog.

The singing of that agreement was a prerequisite for the commencement of the accession talks between Serbia and the EU. It consists of 15 provisions, which are still not fully implemented, and relate to the exchange of cadastre, birth registries, recognizing school diplomas, integrated crossing on the administrative line, freedom of move, judiciary, energy supply and telecommunications. Among other things, the agreement envisages the establishing of the Union of Serb Municipalities in Kosovo, which still has not happened, due to the differences regarding the opinions on the competencies and function of that institution.
