For ZSO status of province in the Republic of Kosovo! (Vecernje Novosti)

According to the new platform on Kosovo, southern province could have the authorities as the republics in the former SFRY (former Yugoslavia), while the Community/Association of Serb municipalities (ZSO) would have powers like autonomous province in former federation.

Exactly the content of the ZSO autonomy is the most delicate part of the future State’s plan. Practically the only thing which remained is to find the most functional and the most realistic solution, which will be presented to the public, international community and Pristina.

Zoran Ivosevic, former President of the Serbian Supreme Court explains which status ZSO could have, if it would be equal to the autonomous regions of former Yugoslavia: “The autonomous region Kosovo and Metohija was granted legislative, executive and judicial powers by the 1974 Constitution. Since that year K&M had greater powers then Republic of Serbia. K&M had its representatives in the Republic Assembly, while Serbia didn’t have representatives in Kosovo’s assembly. Milosevic abolished that “state within the state” by the Zabljak Constitution. It is evident that SFRY model for ‘current Kosovo’ is not possible within the framework of the existing Serbian Constitution. However, the changes were announced.”

The difference between Gnjilane and Mitrovica

The aim of the new platform is to circle essential autonomy for K&M… Also the new document should develop different types of autonomy towards the institutions in Pristina.. According to that pattern, for example Gnjilane on one side and Mitrovica North, or Leposavic on the other side would not have the same level of the autonomy.
