Deleting the preamble of the Constitution is the signal that the Serbian government is ready for further concessions (Kontakt Plus Radio)

Program Director of the Bureau for Social Research (BIRODI) Pavle Dimitrijevic said today that the deletion of the preamble of the Constitution of Serbia will be a signal that the Serbian government is ready for further concessions related to the Kosovo. “Deleting of preamble from the Serbian Constitution will above all have political impact. That is political signal that relates to the shift in politics, in the sense of ignoring, or giving up, UN SC Resolution 1244 which has so far been a stronghold of the Serbian Government in any negotiations and foreign policy, when it comes to Kosovo. In case preamble will be deleted it will present a very strong political signal that the Serbian government is ready for further concessions and possibly even allowing Kosovo’s admission to the UN,” said Dimitrijevic.

He believes that although in the media are present announcements about the amendments of the Constitution, and EU conditionality to allow Kosovo’s admission to the UN, it will not happen this year. The issue of Kosovo’s admission to the UN will be opened in synchronized way, together with possible changing of the Constitution.

Dimitrijevic points out that the impression in the public is that the sole purpose of amending the Constitution is deletion of the preamble, the part that refers to Kosovo and Metohija, since still there is no information what exactly will be changed in the Constitution.

He expressed the hope that NGOs which have been working for a long time on the proposals for constitutional changes will express their positions, expecting at the same time serious public debate about the content of the Constitution.

Speaking about the formation of the Association/Community of Serbian Municipalities (ZSO) which is still prolonged, Dimitrijevic said that everything indicates that this issue will be discussed in the autumn. He also noted that, unfortunately, the public is not informed what is actually negotiated and where is the obstacle, when it comes to the ZSO.
