The two laws related to the special court, approved on the day of constitutional amendments by the Assembly of Kosovo through an accelerated procedure, have not been submitted to the President of Kosovo for the decree, even nine days after being voted.

Arber Vllahiu, adviser to President Jahjaga, said that the approved laws, the Law for the Specialized Chambers and the Office of the Specialized Prosecutor and the Law for Judicial Defense and financial support of the potential indictees during the judicial processes of the specialized chambers, have not reached the Office of the President.

The Constitution of Kosovo does not foresee any deadline for Assembly’s submission of the endorsed laws to be decreed by the President, while the latter has eight days to decree or reject the law. In case of President’s refusal to decree a law, the Assembly is obliged to consider the remarks of the Office of the President, while the latter does not have the right to return a law for the second time. The law comes into power 15 days after being published on the Official Gazette.
