A long time reporter from Kosovo Milivoje Mihajlovic said that not many things changed since June, when it comes to the Brussels talks. The only thing which changed is orientation of the EU to push for solving the topic. According to him, this is not an agreement about the Community/Association of the Serb municipalities (ZSO) but an agreement that Pristina stop denying it, since the agreement on ZSO was reached in 2013. “All agreements from Brussels are fulfilled except this one. There is paranoid fear from the formation of the ZSO among Albanian political elite. I think that rejecting forming ZSO presents a tactic to avoid the Special Court for war crimes,” said Mihajlovic.

“The problem in the formation of the ZSO was that Albanians had tactic to threat that ZSO will be new Republika Srpska in northern Kosovo, that it will be a new state entity within Kosovo. That is nonsense, same as the issue of the Peace Park is nonsense,” said Mihajlovic. He said that ZSO will be weak if it consists of weak people. The power of ZSO is not on the paper and in the statute that will be adopted by the both sides. According to him, its strength is in the care of Belgrade to the Serbs in Kosovo and Metohija. If no agreement will be reached the pressures of the West on Belgrade and Pristina will be continued.

When it comes to Oliver Ivanovic, Mihajlovic says he does not expect any reaction from the European Union. “Oliver Ivanovic is a pan on the scale for the formation of the Special Court in Kosovo. Somehow he is the first prisoner of that Court, even before it was formed. I hope that in October the Court will bring decision to release him from custody, because the process is meaningless,” said Mihajlovic.
