A/CSM and chapters as of 18 December (Vecernje Novosti)

Agreement on principles of the creation of the Association/Community of Serb municipalities (A/CSM) in Kosovo and Metohija, which has been signed on Tuesday in Brussels, along with agreements on energy, telecommunication and bridge over the Ibar/Ibër River by Serbian and Kosovo prime ministers, Aleksandar Vucic and Isa Mustafa, will enable establishment of the A/CSM in next four months. Further talks will follow with regard to the statute of the A/CSM that will define functioning of the A/CSM, and which has to be finalized until the end of December at the latest.

According to paper’s information, Belgrade will firmly insist on the agreed timeline in order that EU leaders could bring decision, at the European Council’s session on 18 December, on the opening of the first chapters, most probably four of them: chapter 35 (on Kosovo), chapter 32 (financial control) and chapters 23 and 24 (judiciary, security and human rights).
