The head of the parliamentary group of the Serbian List in the Kosovo Assembly Slavko Simic says that ZSO will not be formed in three months due to institutional barriers. However, he expects that the elements for the formation of the ZSO will be made soon and that Kosovo’s government will soon request the opinion of the Constitutional Court about the Community/Association of Serbian Municipalities (ZSO).
“We have to be wise and cautious. The Community of Serbian municipalities should be created with the full capacity, because if someone tries to reduce its capacity we must be able to stop it. That is particularly important because in the future we will have to fight through the ZSO in order to build a strategy for a better future.”
Nexhmedin Spahiu, an analyst from Mitrovica, believes the Serbian representatives created a myth about the ZSO, which on the other side cause the fear and dissatisfaction with the Kosovo opposition. Spahiu does not think that the Serbs got something remarkable by this agreement, but only authorities stipulated by the plan of Martti Ahtisaari on decentralization of municipalities.
