Following the decision of the UNESCO Executive Council to support proposal for Kosovo’s  membership in this organization, it remains questionable what are Serbia’s abilities for changing this decision in November at UNESCO General Conference, which is due to decide about Kosovo’s membership. Lobbying in Brussels and Washington will follow along with the lobbying through world media, whereas former Serbian ambassador to the United Nations Vladislav Jovanovic says that Brussels and Washington are two right addressees for doing so and suggests friendly, but resolute approach.

Jovanovic said that Serbia should request them to make choice between Kosovo and Serbia. “That would be unpleasant for them, because they are used to treat us as a softer partner, however after first surprise they should deeply think over it and see that in the end Serbia is more important to them then Kosovo”, claims Jovanovic. He believes that even though this would be a kind of radical motion that Serbia is not used to, it would for sure bring positive result. Jovanovic also doesn’t underestimate using other methods like engaging all diplomats and influencing friendly countries and important figures, and use of so called non-diplomatic channels. He added that clear message should be sent that such policy threatens to distance Serbia, instead of attracting it.

“Lobbying always pays off, and when it comes to state interests lobbying is a must. A month time is not a lot, however, believe me that every hour is important,” said Nenad Vukovic from the Association of Lobbyists, and added that there is a diaspora, renowned individuals, and that this is good opportunity for Serbia to present its disagreement and to show unity.
