Adriatik Kelmendi writes that after the verdict of the Constitutional Court on the establishment of the Association/Community of the Serb-majority municipalities, the 200 thousand signatures of the petition against this Association, tens of thousands of protesters, the only solution for the situation in Kosovo appears to be early elections. However, new elections would be a solution only if the five main political parties of Albanian majority reach a consensus on a several-points plan for national reconciliation. He considers that leaders of the parties and a credible personality, who could have the role of a mediator, should agree on the future steps that would avoid situations as the current one: They should initially agree on fair and just elections as well on acceptance of the election results. They should also agree on the need to establish a unity team comprised by members of the future government and opposition which would deal with the dialogue with Serbia, until the recognition of Kosovo. Kelmendi also considers that one of the points should deal with nomination of a new commission for demarcation of the border with Montenegro, consented by the government and opposition, with prior confirmation that they would accept final results.
He considers that these three points and the others that could derive from a dialogue among the political parties, would represent good ground for closing the current chapters and opening the new ones which would concern development of Kosovo. Kelmendi concludes that without a national reconciliation, new elections would not stop the spiral of confrontation and violence, neither would they guarantee state progress.
