Representatives of the government of Kosovo and Kosovo Serb representatives agreed today that there is no doubt that the Association/Community of Serb-majority municipalities will be created and that the A/CSM creation obligation lies with Pristina now.

The Director of the Serbian Government’s Office for Kosovo and Metohija Marko Djuric stated in Leposavić/Leposaviq that the idea behind and the goal of Serbian politics, for which consent and support of the international community has been received, has resulted in the agreement by which Pristina has obliged itself to enable the A/CSM creation. He went on to say that Pristina has been obstructing its creation for over six months now but that its creation is only a matter of time, due to the influence of the international community in Kosovo and power balance in the world. He added that Belgrade expects Brussels and the entire international community to exert pressure on Pristina to implement what has been agreed.

Minister for Local Government Administration in the Kosovo government Ljubomi Marić stated that the Steering Team for the creation of the A/CSM has handed over a draft statute and that the international community has concluded that the time has come to establish the missing framework for the statute to reflect what was envisaged in the agreements.
“On 25 August, the Serbian Government signed the agreement on the framework for the creation of the Z/CSM. The draft statute was amended swiftly in line with the adopted principles, however the obligation for creation of the A/CSM lies at the moment with Pristina,” said Marić, and added that obligations on the side of the Steering Team, Serbian Government and representatives of Serbs have been fulfilled and that they will now insist that Pristina fulfill its part of the obligations.

Marić also said that there is no doubt that the statute has many versions and that they are ready to sit around the table and discuss it again in order to ensure that it falls in line with the 15 principles agreed in Brussels.
