Today is the third anniversary of the signing the Brussels Agreement on normalization of relations by than prime ministers of Kosovo and Serbia, Hashim Thaci and Ivica Dacic, after several months of negotiations facilitated by than EU High Representative Catherine Ashton.

EU officials assessed that 19 April 2013 was historical day for relations between Serbia and Kosovo, entire Western Balkans and Europe. Signing of the Agreement was also a condition for the start of accession talks between Serbia and the EU.

The key part of the Agreement and the biggest achievement, as assessed at that moment, was the creation of the Association/Community of Serb-majority Municipalities, which is still pending. Creation of the A/CSM was also one of the main reasons for the six-month-lasting blockade of the Kosovo parliament by the opposition parties, which organized protests where even Molotov cocktails have been thrown on the government’s building.

Belgrade argues that Serbian side has met all obligations deriving from the Brussels Agreement, and that it is now up to Pristina to fulfill the first six out of fifteen counts of the Agreement, whereas the first one is the creation of the A/CSM.

On the other side Pristina claims the opposite, and former president of Kosovo Atifete Jahjaga thus insisted, during her last visit to Brussels in her capacity of a president, that focus is put more on the implementation of the Agreement, moreover that this is set as a condition to Belgrade for its full Euro-integration.
