“Through legislative changes and without change of the name of the Kosovo security forces, Kosovo could expand the mandate of that formation, and thus become an armed force. In that way they would be able to participate in NATO missions and submit a request for membership in the ‘Partnership for Peace’,” said the former chairman of the Serbian Parliamentary Committee for Kosovo and Metohija, Milovan Drecun.
Drecun says that this transformation would not be possible through changes in the Kosovo Constitution, since this action requires votes of two-third of MPs from minority communities and the Serbs in the Kosovo assembly lack the will to do so.
According to Drecun, Kosovo authorities will resort to the bypass tactic. They will not change the name of KSF, but they will expand its mandate and thus become eligible to participate in NATO missions. For legislative changes is needed the simple majority of the votes, he said, adding that the Kosovo Security Forces are already operating according to the NATO model of organizing and structuring the army. “In this way they would change only the form, and quickly get the infantry and the combat vehicles. KSF members are already trained by the NATO officers and they participate in exercises organized by NATO, in certain countries,” said Drecun.
