Kosovo’s Ministry of Education, Science and Technology has issued an Administrative Instruction under which the quotas for enrolment of students from the non-majority communities in public institutions of higher education in Kosovo will include 12 % of the total number of students in each academic unit. Through this guideline, the Government is stimulating communities to attend higher education. Ministry of Education official, Faton Fetahu, told the paper that the Ministry has issued an Administrative Instruction 09/2016 on application of affirmative measures for enrolment of non-majority communities’ candidates in the public higher education institutions. According to him, 12% of the enrolment lots have been allocated for students coming from non-majority communities. “This Administrative Instruction has been passed in cooperation with the American Embassy, EU Office in Kosovo, OSCE, and with a comprehensive involvement of non-Albanian communities. The goal of this Administrative Instruction is to provide affirmative measures for these candidates in order to increase participation of non-majority communities in the higher education, in line with the academic criteria,” Fetahu said.
