The Serbian Government’s Office for Kosovo told the news website that one of the key conditions for visa liberalisation for Kosovo is the establishment of the Association/Community of Serb-majority municipalities. The office, which is led by Marko Djuric, said in a reply that European and U.S. officials have made it clear that the Association/Community is one of the key conditions. “Afterwards, Belgrade is expected to get from the EU a solution through which Serbs in Kosovo who are equipped with Serbian passports will not be excluded from the visa liberalisation process or treated as second-class citizens. Serbs from Kosovo should not be put in a position where they can be blackmailed or be subject to pressure for getting Kosovo passports so that they can travel visa-free,” the reply noted.
