Assembly decides to discuss Trepça a month before liquidation deadline

At a time when there is a month left to the expiration of deadline for liquidation of Trepça mining complex, Kosovo Assembly Presidency has decided to discuss this enterprise on Friday. But, the Presidency decided to insert it on the agenda without having the draft law, which still has not passed at the Government, in front of it.

With this action, the Assembly Presidency has violated the regulation, which defines that materials should be disseminated to MPs three days before the plenary session. Assembly Speaker, Kadri Veseli, justified this with the fact that he has an agreement with Government about this.

PDK chairperson, Kadri Veseli, did not want to tell if there are obstacles for Trepça by Srpska List, but he expressed his belief that this draft law will pass.

However, his colleague in coalition from LDK, Ismet Beqiri, admitted that Serbs have a different opinion about this enterprise.

“It is very clear that the approach is not the same. I do not want to prejudge because I do not know how Srpska List will position itself, but you know that earlier its stances were not the same as most of us want,” LDK caucus leader Ismet Beqiri stated.

AAK addressed its criticism about this, while Vetëvendosje, Nisma për Kosovën and Srpska List did not make statements regarding their vote.

Vetëvendosje criticizes approach toward Trepça

Vetëvendosje Movement chairperson, Visar Ymeri, criticized the approach of Kosovo Assembly toward the draft law on Trepça.

According to Ymeri, the decision to read the draft law on Trepça on Friday, and then to end its second reading and completely adopt it on Monday, cannot happen because the draft law still has not been discussed in Government and there is no information about its content.

To Ymeri this hastiness cannot be justified otherwise ‘but the Government is willing to adopt the Law on Trepça quickly in order to hide its content.’

Thaçi: Kosovo cannot respond to arrests with arrests

Kosovo cannot respond to arrests with arrests and violence with violence. This was stated by Kosovo President Hashim Thaçi while he talked about the arrest of Director of Kosovo Police for Mitrovicë/Mitrovica south region, Nehat Thaçi, by the Serbian authorities.

Thaçi said that institutions are coordinating with the international community for solution of this issue. President Thaçi made these comments during his visit to Albania, where he was received by his Albanian counterpart Bujar Nishani.

In a joint press conference, both Presidents stressed the need to deepen cooperation between the two countries and continuation of Kosovo-Serbia dialogue.

During his visit to Albania, President Thaçi also met with the Albanian Prime Minister Edi Rama and the Albanian Parliament Speaker Ilir Meta.

In the meantime, RTK1 reported that Kosovo institutions are expected to soon send an official note to Serbian Government through which they will request immediate release of Nehat Thaçi from detention. The news was made public by Interior Minister, Skender Hyseni.

Minister Hyseni said that decision on 30-day detention for Nehat Thaçi was taken with political recommendation and this, according to him, is unacceptable.

Djuric: No one can stop me from entering Kosovo

Director of the so-called Office for Kosovo at the Serbian Government, Marko Djuric, has decided to once again challenge the state of Kosovo. Djuric said he will visit Kosovo on Sunday and that no one will be able to stop him.

Responding to journalists’ questions why he was banned entrance to Kosovo, Djuric responded: “Do you really think that someone can make it impossible to me to be with my people in Kosovo and Metohija? I will certainly visit my people in Kosovo and Metohija this week and I will be in the north,” Djuric was quoted as saying.

On Sunday, Kosovo authorities banned entrance to Kosovo to Djuric, who planned to visit Kosovo north on Monday.

Serbia challenges state of Kosovo in health, too

The state of Kosovo remains alone in its efforts to stabilise relations with Serbia. No matter that it respects almost each agreement that is reached with this state; Belgrade does not miss any opportunity to challenge Kosovo, KTV reports.

This is also happening in the health sector, where doctors or the institutions do not have working permits from the Ministry of Health. Everything within Gracanica/Graçanicë Health House is stamped with Republic of Serbia insignia. None of Gracanica/Graçanicë officials wanted to comment this.

Kosovo Minister of Health, Imet Rrahmani, admits they have problems with healthcare workers, while MPs criticise Government for not doing enough.

There are about 900 Serb community healthcare workers who work in Kosovo and three hospitals in municipalities administered by Serb majority for which the Government has allocated funds.

Draft law for integration of Kosovo north Serbs initiated

They will be trained and employed south of Ibër River and the companies who will employ them shall be supported by the state. This is stipulated in a draft law that aims at employment of northern Serbs and, through this, their integration into Kosovo’s society. Klan Kosova learns that this is an initiative of Kosovo Assembly Speaker, Kadri Veseli.

Draft Law on Training, Professional Rehabilitation and Employment of Persons from Northern Part of Kosovo stipulates direct subsidies for economic entities in exchange of employment of one person from the north. The subsidies might be up to 50 per cent of the salary. The aim of this draft-law, which is also outlined in the draft document that Klan Kosova got hold of, is to decrease unemployment rate among citizens from north by creating different incentives to increase employment.

Except the subsidies, the draft law foresees training and professional rehabilitation for the citizens of north.  After completing this, the northern citizens might be employed in companies which are not located in Zveca/Zveçan, Leposavic/Leposaviq and Zubin Potok. Employment of Serbs in the south will be for a period of one year, Klan Kosova reported. These persons that shall benefit out of this Prishtinë/Pristina initiative should meet certain conditions, which are stipulated in Points 1 and 2 of Article 5.

“1. In order for a person to be qualified and benefit from the Budget of the Republic of Kosovo, he/she must be born and reside in the northern part of the Republic of Kosovo.

2. The person who will benefit from the subsidy should testify his/her residence with the relevant ID and birth extracts,” Point 1 and 2 of the Article 5 of this draft law.

There are also certain rules for potential employers, one of which is stipulated in Point 1 of Article 6.

“In order for an economic entity to be qualified for benefiting the subsidy of workplace of a person, under the criteria set out in Article 5 of this Law, it must be a functional business with lawful activity in the territory of the Republic of Kosovo, in other municipalities expect those in the north, as set out in Article 2, paragraph 1 of this Law,” Point 1 of Article 6 defines.

Veseli: Demarcation should have been a done deal

Kosovo Assembly Speaker, Kadri Veseli, said that personal interests should be left aside and the issue of demarcation, according to him, should have been a done and forgotten deal.

However, Veseli did not tell exactly when the meeting with political leaders, announced by his coalition counterpart, Prime Minister Isa Mustafa, will be called.

Addressing the media after Assembly Presidency meeting, Veseli said he expects resubmission of draft-law on demarcation to the Assembly soon.

Number of Kosovars joining ISIS increased

There are doubts that number of Kosovars who have joined the ranks of ISIS during 2016 has increased. This was stated by a report of Kosovo Institute for International Studies, which was based on a survey with over 3.700 Kosovo citizens.

This Institute claims to possess information that confirm the departure of a big number of Kosovars to Syria, just a month ago, the online version of RTK reported.

Bedi Elezi of the Institute for International Relations said that a considerable group of Kosovo citizens is suspected to have headed to Syria on 1, 2, and 3 of September 2016. He said that Kosovars headed to Syria also during June and August, and according to him, at least five Kosovars are believed to have gone to Syria during this period in question.
