Administrative instruction on youth voluntary work signed

Ministry of Culture, Youth and Sports signed the administrative instruction on youth voluntary work. In a ceremony held on this occasion, deputy minister Rexhep Hoti said that there is no purer work than the one done by the young people.

On the other hand, Jan Braathu, Head of the OSCE Mission in Kosovo, said we have to think how important volunteerism was and it continues to be.

“We are very honoured that Kosovo youth, which has a lot to expect from the political class in particular, and which should do way more for you, today is also able to get equipped with technical procedures you need very much in career,” deputy minister Hoti stated.

“We know from the history of Kosovo, during the difficult years of the 90s in particular, there was much volunteerism. Times have changed and there are still difficulties and challenges are different, but these still remain challenges and they require engagement of everyone for the interest of the community, for the interest of all living in Kosovo,” Ambassador Jan Braathu said on this occasion.

Run-off elections in Gllogovc/Glogovac to be held on 18 December

18 December is the date for run-off elections in the municipality of Gllogovc/Glogovac. This is the decision that was taken in Monday’s meeting of the Central Election Commission (CEC).

CEC Chairperson, Valdete Daka, said that this date was set because the end of the month means many official holidays, and it is of interest to have as many international observers during this election process as possible.

Enis Halimi of the CEC Secretariat said they can be prepared for new elections.

The second round of voting comes after the PDK candidate for the mayor, Ramiz Lladrovci, and Nisma për Kosovën candidate, Isa Xhemajlaj, did not manage to get over 50 per cent of votes.

Gllogovc/Glogovac no longer a PDK stronghold

In 2009 elections for the Mayor of Gllogovc/Glogovac municipality, Nexhat Demaku had collected over 24 thousand votes. The decrease of number of votes was marked in 2013, where the same candidate collected over 14 thousand votes, which is over 10.000 votes less than in the previous elections, KTV reported. While in Sunday’s election for mayor of the same municipality, Ramiz Lladrovci of PDK has collected over 5.000 votes.

No matter that PDK used to consider Gllogovc/Glogovac municipality as its stronghold, according to the political analysts, the opposite was demonstrated, because citizens punished the party that did not offer good governance to them.

According to Petrit Zogaj of FOL Movement, the candidate with whom the party runs in elections also plays the role, referring to Ramiz Lladrovci. According to Zogaj, local elections cannot hypothetically reflect on general elections, but it is a signal that PDK might lose lots of votes in the general elections.

On the other hand, Driton Selmanaj of Democracy Plus said there is a negative trend for PDK in its stronghold and this is a signal that taboos of intact zones are breaking.

According to analysts, citizens have started to vote for the candidate and not for the party, since they are looking for someone who will work for them and in a way be a servant to their demands.

IMC starts public discussions on media digitalisation

The Independent Media Commission (IMC) has started public discussions for a number of sub-legal acts that regulate field of media digitalisation in Kosovo. The five regulations were presented in a public discussion by the IMC chairman, Adnan Merovci. He said that written comments were also received from the groups of interest regarding these issues during this period.

These are the basis for implementation of the digitalisation process and there are five regulations, the operators of multiplex at the state level, regulation on assessment of applications of multiplex, regulation on media service providers, and the one on local listing of channels among them, Merovci explained.

However, the Association of Independent Electronic Media of Kosovo (AMPEK) had criticism about this. They said that their remarks were not taken into consideration.

“We are worried that no comment that we have submitted has not been taken into consideration. Since this commission is at this composition it always had such an approach,” said Ardita Zejnullahu, Director of AMPEK.

There was also criticism about the approach toward local TV stations in the digitalisation process; however, the IMC chairman said they are obliged by law not to affect the three national TV stations, RTK, KTV and RTV21.

Selection of judges, Special Court’s next step

Legal procedures in the Special Court for Kosovo in The Hague might start soon. This is because one of the crucial steps, ratification of the agreement on the Court’s headquarters, has already been concluded in the Dutch Parliament.

This was confirmed by the Special Court’s spokesperson, Avis Benese, who said that other steps, such as selection of judges, will follow.

The Special Prosecution did now want to talk about time of addressing indictments to the Court, with justification that it cannot speculate about the time.

“The Special Prosecutor, as he has mentioned in many occasions, does not discuss what, when and who gets involved in the work of the Office of Special Prosecutor. It is senseless to speculate. It is important that real progress has been made to complete the Court, but other important steps still needs to be made. At this moment, comments on the charges are hasty,” she said.

UNDP and IOM to assist Kosovo in fight against radicalism and violent extremism

United Nations Development Programme (UNDP) in Kosovo and the International Organization for Migration (IOM) will offer assistance and support to the Kosovo Ministry of Internal Affairs in the fight against radicalism and violent extremism, as well as against migration and human trafficking, the Ministry reported.

On this occasion, Kosovo Minister of Interior Skender Hyseni met with the UNDP resident representative, Andrew Russell, and Head of IOM Kosovo Mission Tajma Kurt.
