Five steps to A/CSM (Politika)

Five steps to the creation of the A/CSM: Adoption of the regulation by the Kosovo government; Confirmation of the regulation by the Constitutional Court of Kosovo, which would provide conditions for A/CSM to become part of the legal system in Kosovo; Steering team of four Serbs designs the statue of the A/CSM and forwards it to Brussels; Delegation of Belgrade and Pristina work in Brussels on harmonization of the statute; and constituent assembly of the A/CSM.

Two days after the demolition of the support wall next to the bridge over Ibar River and only several hours after the start of works at the future pedestrian zone in Mitrovica North, Kosovo authorities have announced that they will start with the creation of the Association/Community of Serb-majority municipalities (A/CSM). The director of the Serbian Government’s Office for Kosovo and Metohija, Marko Đurić, however yesterday reminded that A/CSM should be created by Serbs in the province and not Albanians, in line with the Brussels Agreement.

In spite of the Brussels Agreement from April 2013, Pristina, assisted by the sponsors of Kosovo’s independence, had skillfully managed to avoid the creation of the A/CSM in Kosovo, however after four years is seems that delays have come to an end.

Albanian political representatives from Kosovo agree that A/CSM should be created in line with the Brussels Agreement, however they request the respect of the decision of the Kosovo Constitutional Court, which has disputed certain key elements of the future A/CSM, with what Belgrade disagrees. Hashim Thaci also requests that Albanian lawyers write the A/CSM statute, what is in violation with the Brussels Agreement that envisages for this to be carried out by the Steering team, composed of four Serbs, which appears to be the biggest problem for Kosovo authorities. Đurić said that “Serbia is not obliged by decisions of the Kosovo Constitutional Court, and is not interested in this, Belgrade will not accept unilateral amendment of the reached agreements”, said Đurić.

Reflecting on the creation of the A/CSM the chairperson of the Serbian Parliament’s Committee for Kosovo and Metohija, Milovan Drecun, said that Thaci, Mustafa and Veseli, have no reasons to pledge for creation of the A/CSM, instead they should only implement what has been agreed. “Kosovo government should first adopt the mandatory regulation, which should be confirmed by the Kosovo Constitutional Court,” said Drecun. He warned that in case that Albanians fail to  implement what is needed for the creation of the A/CSM, process of normalization will melt, that is, disappear and there will be a huge chaos and return to situation that is not needed by anyone.
