Mustafa: Decisions for Demarcation, Association and KSF have been taken

Prime Minister of Kosovo, Isa Mustafa, said that latest threats of the opposition will not step the authority back from the big decisions. Prime Minister commended his governance and the strength that PDK-LDK coalition has demonstrated in leading the central institutions, mentioning the challenges that they are expected to face.

Speaking of Demarcation, Association of Serb Majority Municipalities and the Kosovo Security Force, Prime Minister Mustafa implied that the decisions have been taken and these points will pass at the Assembly of Kosovo.

He said that reforms usually are not popular and they usually produce results in the later periods of time.

Still no reply from Srpska List to Mustafa’s call for return

Addressing the Government meeting, Prime Minister of Kosovo Isa Mustafa called on Serb representatives to start with drafting of the statute for Association of Serb Majority Municipalities – ASMM.

Mustafa said that until now he has called three times on Serb representatives to return to Kosovo institutions.

“We have waited and we still keep on waiting for Serb representatives to get involved in the process of implementation of the agreement we have achieved in Brussels. I express our dedication to start with work at any moment,” Mustafa stated.

Srpska List caucus leader, Slavko Simic, said that there shall be no return to institutions as long as the basic principles agreed in Brussels will not be re respected. As he pointed out, it is important for the ASSM to be established based on the agreement in Brussels, and not, as he says, as the official Prishtinë/Pristina wants – through the verdict of Constitutional Court and existing legalisation system since by doing so it is made impossible for the ASSM to become an institution with its integrity.

Constitutional law professor Mazllum Baraliu stresses that agreement is the only solution, and that it cannot be reached without the devotion of both sides.

On the other hand, lawyer and political analyst Zivorad Lazic considers that return of Serbs would not solve anything.

Lazic stressed that Brussels Agreement will not bring much to Serbs in Kosovo, while the only thing that could change the situation for Serbs is the change of Serbian Government policy toward Kosovo.

Opposition refuses participation in dialogue with Serbia

Opposition refused the request to become part of dialogue with Serbia. Opposition entities categorically refuse this request, saying that dialogue must continue only after Serbia has recognized Kosovo’s independence.

Few days ago Prime Minister Isa Mustafa called on the opposition to join dialogue with Serbia at a time when this dialogue has entered its final stage. Mustafa also said that he will make a formal invitation to opposition to become part of table of talks from now on.

However, the biggest opposition entity in the country, Vetëvendosje Movement, strongly opposes Mustafa’s invitation, saying that they would never respond to such an invitation.

Donika Kadaj-Bujupi of this Movement said that this dialogue will not be supported because it has brought a lot of harm to Kosovo.

AAK caucus leader, Pal Lekaj, said that with this format of dialogue this political entity of the opposition would never accept to join it.

If Demarcation is not ratified, elections might be held in May

Irrespective of the statements of parties in power that there will be no early elections, meeting with the electorate of Prime Minister Isa Mustafa and presentation of the governing platform by PDK chairman Kadri Veseli are seen as preparation for new elections in Kosovo.

Political experts say that non-ratification of Demarcation at the Assembly might also produce new early elections in May, KTV reported.

Political expert, Ramush Tahiri, says that this regardless of its numbers at the Assembly this Government is not demonstrating to be effective in resolving major processes.

On the other hand, political analyst Artan Muhaxhiri said that the country might enter early elections in May.

In the meantime, opposition has constantly requested new elections which, according to them, would bring changes in the country.

Aside from the opposition, several MPs of the governing coalition from PDK, such as Shukri Buja and Shaip Muja, have also called for breaking of the existing coalition and for the country to enter early elections.

UNSC to discuss Kosovo report on Monday

Ramush Haradinaj’s case will be mentioned in Monday’s meeting of the United Nations Security Council where report on Kosovo of the UN Secretary General will be presented.

It says that arrest of AAK leader in France has provoked many reactions from both Kosovo political and institutional leaders as well as the Kosovo’s wide public.

This document says that the pledge of Serbia and Kosovo to progress of dialogue is poor and loss of momentum increases the risk to have flounders in the process of normalisation.

According to the United Nations Secretary-General, between October 2016 and January 2017 tensions among Prishtinë/Pristina and Belgrade reached the level of concern, which was expressed in the provocative rhetoric and accusations in relation with the issues and the disputable events.

For this reason, he calls on leaders of both sides to refrain from provocative rhetoric. In this report, the UN Secretary-General mentions the issue of wall, Serbian train, and non-establishment of the Association of Serb Majority Municipalities. 

AAK considers Haradinaj’s detention as political kidnapping

Trial process against their leader, Ramush Haradinaj, as well demarcation of the border with Montenegro made AAK’s Governing Council to hold its meeting on Sunday.

AAK came out with strict position for both these topics which were discussed at the Council. It initially called on French authorities to release Haradinaj as soon as possible since this party is considering that his detention is rather a political kidnapping than a trial process.

While for the second topic, the Demarcation issue, AAK deputy chairperson Ardian Gjini confirmed once again that AAK will use all its mechanisms to impede its ratification at the Assembly.

Gjini further said that AAK is in favour of renegotiation of demarcation with Montenegro, or this version of demarcation to be sent to arbitrage.

Stojanovic: Srpska List’s position on Kosovo Army unchanged

In an interview with the Serbian news agency Tanjug Deputy Prime Minister of Kosovo, Branimir Stojanovic, said that position of Srpska List regarding transformation of Kosovo Security Force into Army is unchanged.

He also said that potential establishment of Kosovo Army without the approval of Serb MPs will be illegal.

Asked about presidential elections in Serbia, Stojanovic assured that Kosovo Serbs have full trust on Aleksandar Vucic.
