Six election complaints filed to Supreme Court

The Count and Result Centre completed recount of 116 ballot boxes, as requested by the Election Panel for Complaints and Appeals (ECAP) and by the Central Election Commission (CEC). Meanwhile, six more election complaints were filed to the Supreme Court on Tuesday.

 

CEC officials announced that election results can be certified after the Supreme Court issues its decision on complaints filed by candidates and political parties.

 

Supreme Court officials stated that they received 10 complaints in total. Four complains were proceeded earlier, and six more were received on Tuesday.

 

KTV reported that Albert Krasniqi, election process monitor, blamed CEC for delaying result certification. According to him, this happened because CEC failed in selecting polling station committee chairs and members.

 

Around six percent of ballots declared invalid

Around six percent of June 11 election ballots were declared invalid, but only 518 ballots have been investigated so far.

 

According to preliminary analysis conducted by Count and Result Centre, in 205 cases, citizens ticked two political parties, in 62 cases ballots were spoiled intentionally, and in 250 cases citizens ticked only for candidates but not for political entities.

 

The Central Election Commission (CEC) officials told KTV that they would analyse various aspects of the election process, including a detailed analysis of invalid ballots.

 

Election monitoring organisations believe that ballots were spoiled as a result of insufficient voter education.

 

Thaçi: Kosovo-Serbia dialogue to be finalised with historic agreement

Upon his return from Brussels, the Kosovo President Hashim Thaçi says that the dialogue between Kosovo and Serbia will be finalised soon with a historic agreement between the two countries.

 

In an interview with ABC News, President Thaçi once again called on the whole political spectrum in Kosovo to become part of this process, Klan Kosova reported.

 

Concerning political developments in the country, Thaçi excluded the option for an institutional crisis.

 

Political parties discuss possibilities for constituting new government

”At any time when Mr Haradinaj will not be part of the agreement with PDK, we can discuss the possibility of co-governance; however, that cannot happen as long as Mr Haradinaj speaks on behalf of a coalition led by PDK.” This is the final position, according to the LDK leader Isa Mustafa, regarding cooperation with Haradinaj for constituting government.

 

However, AAK officials say that the PDK-AAK-Nisma coalition has won the elections, and thus the LDK’s demand to denounce cooperation with PDK is unreasonable.

 

On the other hand, Imer Mushkolaj, political analyst, does not rule out the possibility of dissolving pre-election coalitions, which would lead to formation of a government without PDK.

 

“I believe that it would be good both for the country and for PDK if the latter goes to opposition for a few years, but on the other hand, LDK is not honest in its statement either, knowing that in 2014 it was LDK that kept PDK in power,” Mushkolaj said.

 

Looking at political party positions, Mushkolaj predicts a political deadlock in forming institutions.

 

“Those strict, barricaded positions of parties may lead to another deadlock, to a crisis, or at least to procrastination, which would be more harmful for citizens and for the country,” Mushkolaj added.

 

Nevertheless, Magbule Shkodra of AAK is convinced that Ramush Haradinaj will be Prime Minister. According to her, PAN has got sufficient votes to form government, and it is only waiting for the election result certification from the Central Election Commission (CEC).

 

Osmani demands deep reform in LDK

In 11 June elections, the LDK fell from the second to the third place and the LDK leadership is responsible for this decline. This is the opinion of Vjosa Osmani, a re-elected LDK MP.

 

“Of course, the LDK did not score good results in these elections, and this is a big truth that we should state clearly as we cannot move forward unless we do not admit this fact. I think that the coalition reached with the PDK in 2014 has damaged the LDK the most and our voters could not accept that. It broke the trust,” Osmani said.

 

North citizens face issues due to unintegrated judiciary

According to research carried out by the Centre for Representation of Democratic Culture, citizens in north Kosovo have been facing a great deal of problems dealing with judiciary. Most of the issues are related to criminal cases and property, because Kosovo Police does not enforce Serbian Court orders.

 

According to Brussels Agreement, since 2013 Serbian Prosecutor’s Office only receives cases, but it is not authorised to proceed them.

 

As a consequence of prolongation of judiciary integration, there are around half million criminal backlogs in Kosovo.
