Haradinaj: Kosovo finally on move

The AKR leader Behgjet Pacolli signed an agreement to join PAN coalition for establishing the government. The agreement was signed with three leaders of PAN, the PDK leader Kadri Veseli, the AAK leader Ramush Haradinaj, and the Nisma leader Fatmir Limaj.

The agreement was signed in Pacolli’s residence in Hajvali, where before June 11; Pacolli had signed a pre-election coalition with LDK.

Following signature of the agreement, the PDK chairman Kadri Veseli said that the institutions would be established within a few days.

“This coalition is at the service of every citizen, it is citizens’ will which was expressed in June 11 elections,” Veseli said, Arbresh.info portal reported.

On the other hand, the AAK chairman Ramush Haradinaj highlighted that upon signing of the agreement, he would soon become Prime Minister of Kosovo.

“This unification enables a necessary initiative for Kosovo. I am aware that not an easy period of time is ahead of us, but all of us together will manage it. Finally, Kosovo got to move,” Haradinaj said, thanking Pacolli for joining PAN.

The Nisma leader Fatmir Limaj said that as of today, AKR has joined the will of Kosovo citizens.

“This coalition is the will of Kosovo citizens,” Limaj said, adding that AKR was the most appropriate party to join the Coalition.

Pacolli, on the other hand, said it was citizens and Kosovo state-building interest that made AKR to sign a governing agreement with PAN.

“With this coalition we will move processes forward. I am convinced that we will have harmony with Prime Minister Haradinaj,” Pacolli said after signing the agreement.

According to him, this coalition proves the power to challenge the problems that lie ahead of Kosovo. 

AKR gets First Deputy Prime Minister, five ministries and seven deputy ministers

The agreement between the Alliance for New Kosovo (AKR) party and PAN coalition has already been signed, KTV portal reported late on Monday.

Arbresh portal writes that, as per the agreement, AKR will lead five ministries and it will also have the First Deputy Prime Minister. Behgjet Pacolli’s AKR will also have seven deputy ministers.

According to the agreement, AKR will lead the following posts:

First Deputy Prime Minister; Ministry of Foreign Affairs, Ministry of Internal Affairs, Ministry of Spatial Planning; Ministry of Agriculture, and Ministry of Economic Development.

AKR will also have seven deputy ministers in these ministries:

Deputy Minister of Foreign Affairs; Deputy Minister of Internal Affairs; Deputy Minister of Spatial Planning; Deputy Minister of Social Welfare; Deputy Minister of Health; Deputy Minister of Culture, and Deputy Minister of Education.

Quoting the PAN and AKR agreement reached on Monday, most online portals reported that it has been decided that Kosovo President’s post will belong to Behgjet Pacolli upon expiration of Hashim Thaçi’s mandate.

In the meantime, the AKR Chairperson Behgjet Pacolli, in a letter posted on Facebook after signing the agreement with PAN, said he did not want to be responsible for the Kosovo crisis, but rather take over responsibility for its solution, RTK portal reported. 

New coalition collecting signatures for constitutive Assembly session

Partners of the new PAN-AKR coalition are trying to collect 40 signatures to enable continuation of the constitutive Assembly session. It is reported that it may happen on Tuesday. In case the signatures are ensured, the chair is obliged to call continuation of the session upon request of 40 signatories.

The Assembly of Kosovo might be constituted on Tuesday, and the Government can be established subsequently. This implies that one will not have to wait until Thursday on 7th September, when the interrupted session of 24th August has been scheduled to be continued.

Haziri: AKR committed salto mortale

LDK’s vice chairman Lutfi Haziri commented on the recent political developments, namely on the fact that AKR quit LAA coalition and joined the opponent coalition PAN.

Haziri said that in a way he expected this to happen by Behgjet Pacolli’s party.

“On the one hand, I was not surprised bearing in mind the developments, but what is surprising is lack of political and personal resistance within AKR, a resistance against those who had blackmailed and motivated him further to come to LDK,” Haziri said.

“On the other hand, I was surprised by the lack of resistance. The political cause has been forgotten; the motive has been forgotten, as well as the governing programme that we agreed upon. They had agreed both with VV and with us, and exactly at the time when it was expected that those meetings would yield fruits and LAA and VV would enter more serious topics, the turning point happened,” Haziri added.

Haziri, who was invited at Klan Kosova, said that the AKR’s latest political movement surprised him about one thing only.

“Politically I was only surprised by the lack of resistance. I believed he had a political and a personal cause. To me, the quick surrender implies that nothing has changed in that party. The party anyway relies on its chairman. AKR has committed a salto mortale, but the salto will have a political cost,” Haziri highlighted.

Explaining how LDK viewed the coalition with AKR, Haziri said:

“We did not make the coalition with AKR as a political shelter, but rather as a coalition beyond one mandate when bringing voters together. But appreciating Mr Pacolli’s contribution, we took a tough political pathway,” he concluded.

Srpska List announces to quit PAN agreement

Lajmi.net portal’s sources within Srpska List say that the party is against voting for a government which is led by the AAK leader Ramush Haradinaj.

“The reason for this is the number of ministries allocated to our List. In the preliminary agreement the List had also negotiated the Ministry of Agriculture, but now it has been allocated to AKR,” Lajmi.net sources say.

In the meantime, Srpska List will make consultations with Belgrade; however, sources add that there is a spirit within the List to quit the agreement.

Rakic: Srpska List will not block establishment of institutions

Goran Rakic, Srpska List chairperson, said that they will not block establishment of Kosovo institutions.

He said they support anyone who has the numbers at the Assembly of Kosovo.

“We have not made any statement, and we are not in favour of any [political] wing. We will support the one who has the numbers,” Rakic said. 

Sveçla: Hoti and Mustafa are late with their initiative

Following the meeting between LDK and VV representatives and the request for more frequent meetings, Xhelal Sveçla, a VV member, told Avdullah Hoti that he and Isa Mustafa were already late.

“Dulla [Avdullah Hoti] now is asking for intensive meetings with us. You’re late, Avdullah, you’re late, Isa. Typical for LDK. Late in October 97, late in the liberation war. Now, also late in releasing the state from PDK’s capture. But processes move on also without you and despite you. Time has proved it. The biggest losers are the potential reformers within LDK and their voters. On the other hand, more work and determination awaits us. Together with the people, for the people,” Sveçla wrote.

AKJ complaints against media selection

The Association of Kosovo Journalists (AGJ) reacted to the fact that not all the media were invited to the ceremony of signing of the agreement between PAN coalition and AKR.

AKJ condemned the media selection by PAN-AKR on the occasion of the coalition agreement signature.

According to AKJ, this act indicates that some personalities intend to avoid the media and journalists.

“The Association of Kosovo Journalists expresses its deep indignation by the fact that the media were not invited on the occasion of signing of the PAN – AKR coalition agreement. AKJ believes that all the media without any exception should have been invited to this activity. The purpose of today’s act by the PAN – AKR coalition is to make certain political personalities avoid the media and journalists. By this act, the coalition also intended to dictate media reporting on the agreement, which represents a great interest to the public,” the reaction reads.

AKJ calls for a greater engagement of political entities, particularly those that intend to come to power, to be willing to face and cooperate with journalists. 

President hermetically closed to media

The Constitution of Kosovo stipulates that President is Head of the State, and he/she represents unity of people of the Republic of Kosovo.

However, Kosovo citizens, even journalists, rarely, very seldom can see and address direct questions to the President Hashim Thaçi.

He does not stage press conferences, and he holds few meetings with officials.

Those who monitor his performance, namely journalists, consider it a self-isolation, saying that Thaçi has nothing to say, because he has not done any work at all.

Journalists say also that his hermetic closure is happening because he became President with one single mission, leading the dialogue on reconciliation with Serbia, so until then he has nothing to say to the public.

Nevertheless, there is one place where the President does not hesitate to express himself – the Facebook social network.

He used his profile not only to present his performance, but also for official communication, as he did on Sunday.

Thaçi called on the Government to allocate funds for the USA, but he was objected by Prime Minister Mustafa, who notified to him that one does not communicate on these issues with the Government through Facebook on Sunday, but rather through formal acts and by respecting its legitimacy.

Journalists think that regardless the lack of institutions, Thaçi should gather political parties in a meeting to report on essential issues for the country.

Asked by KTV, Office of the President denied to have been closed to the media.

They mentioned two cases when the President staged press conferences, and when he allowed journalists to ask questions: the first case was when he addressed a letter to the State Prosecutor, and the second one was about transformation of KSF.

Djuric banned from entering Kosovo

Security authorities have banned entrance to Kosovo to the Director of Office for Kosovo at the Serbian Government Marko Djuric and the Serbian minister of education, Mladen Sarcevic. They were stopped at the Jarinje border crossing point.

This was confirmed by the caretaker Minister of Foreign Affairs Emanuel Demaj.

Demaj told KTV that they had not received any formal request regarding Djuric’s visit to Kosovo.

On the other hand, Djuric told Serbian media that this was a violation of the agreement by Prishtinë/Pristina. Srpska List immediately condemned this action of Kosovo institutions, calling on the international community not to allow repetition of such cases in the future.

Pavicevic: Serbia strongly stands behind Mitrovic

Serbia’s Liaison Officer to Kosovo Dejan Pavicevic visited Bogdan Mitrovic, arrested in Suharekë/Suva Reka on the charges of war crimes against civilian population in Sopi village at this municipality in 1999, at the high security prison in Gërdoc.

Following the visit, Pavicevic told Tanjug that Serbia strongly stands behind Mitrovic.

He called on Kosovo justice authorities to re-investigate the case as there are no indications that he committed war crimes. Pavicevic also called on EULEX for assistance, emphasising that his Serb ethnic background is the only guilt of Mitrovic.
