Spanish Prime Minister Mariano Rajoy will not attend the EU – Western Balkans Summit in Sofia, Bulgaria, because of his country’s position vis-à-vis Kosovo. “It was clear from the beginning that Spanish Prime Minister Mariano Rajoy does not want to attend because of Spain’s position on the status of Kosovo,” an unnamed senior EU official said. EU officials in Brussels said that Spain however will be represented at the summit by a lower-ranking diplomat.
