The Management Team tasked with preparing draft statute for Association/Community of Serb-majority municipalities has submitted to the government of Kosovo minutes of meetings it held in June and July where Kosovo Serb representatives demanded the Association/Community being granted competencies in a number of areas including privatization, economy, education. At the same time, some representatives called for constitutional changes be made to ensure the statute is in line with Constitution of Kosovo. The reports quote Jasmina Dedic, head of education administration in the north of Kosovo, saying that they expect the education system to remain operating under the current arrangement, i.e. controlled by Serbia. In July, members of the Management Team met mayors of six majority-Serb municipalities to discuss competencies for the Association/Community. Participants agreed that the new mechanism would have to provide Serb-majority municipalities greater competencies and independence in the field of budgeting and public procurement. Mayor of Ranilug, Vladica Aritonovic, said the Law on Strategic Investments would have to reintroduce provision whereby mayors can stop privatization of certain economic units.  Serb mayors also requested cadastral issues be listed under the competencies of the Association/Community. The Management Team also met an official from the US Embassy in Pristina who wanted to know whether Pristina will be surprised at what the Team will propose and expressed “disappointment” that no one from the EU was in contact with the Management Team.
