The Kosovo Foundation for Open Society “Forum 2015” held a roundtable today in Pristina titled “Negotiations between Kosovo and Serbia: A rational approach?”, the news website reports. German Ambassador to Kosovo, Christian Heldt, called for a more positive approach by both sides in order to overcome the current obstacles. He said it was important to shape a broader strategic vision on dialogue between Kosovo and Serbia. Drawing from Germany’s past, he said he understands that one cannot move forward knowing that no apology was made for the pain inflicted. “We need both sides to identify their strategic interests in the process and the international community should not be the one to identify these interests, this is up to the parties. We need to have some ownership from this country and confidence to enter into a bilateral agreement. I think you can do this only after you have identified your strategic interests,” Heldt said. Publicist Veton Surroi said the parties, Kosovo’s political landscape and civil society, must identify the pillars of discussions in dialogue. He said Kosovo’s membership of NATO, EU and the UN are very important, but that what needs to be reached now is an agreement to end the conflict with Serbia. Surroi also said, “Kosovo’s delegation went to Brussels without legitimacy and authorization from the Assembly; it entered into a process without any principles, goals or structure for the negotiating process. We have entered a process where the mediator has set out the agenda, and there was a possibility for anyone to decide the agenda. There was lack of preparations, orientation, structuring and lack of a request by Kosovo’s side to organize the process in line with Kosovo’s needs. The alternative to this is simple: the nature of relations between Kosovo and Serbia must be modified”. Surroi also said Kosovo needs political unity in the process. “The lack of a joint platform … puts Kosovo in a dead-end situation. There needs to be political unity among the ruling coalition and the opposition,” he added.
