Head of the Democratic League of Kosovo (LDK) parliamentary group, Avdullah Hoti, said claims that Serbia will not recognise Kosovo without first defining the border with it is simply a coverup for exchange of territories. In a Facebook post, Hoti said Kosovo has already been recognised by 116 despite not concluding border demarcation with all its neighbours. “Topics planned to be included in the dialogue affect Kosovo’s constitutional order and as such are not negotiable with neighbouring countries. Why should Kosovo’s economic development or infrastructure be discussed with Serbia? Issues relating to Serb cultural and religious heritage in Kosovo as well as education and healthcare in municipaltiies with Serb majority are regulated through the Ahtisaari Plan and incorporated in Kosovo legislation,” Hoti wrote in response to an interview President of Kosovo Hashim Thaci gave to Voice of America where he said that final agreement with Serbia will not be possible without defining border between Kosovo and Serbia and that there are still issues that need to be discussed by the parties including missing and displaced persons, property, rights for the Serb Orthodox Church, economic development, infrastructure, reconciliation, education, healthcare.
