Avdullah Hoti, caucus of the  Democratic League of Kosovo (LDK) has written four points for Kosovo-Serbia dialogue. He says that the  LDK has adopted the basic principles of dialogue and that they are willing to work with all political forces based on those principles.

Here’s his points:

  1. The dialogue process should only take place with the agreement of 2/3 of the votes of the Assembly. Any other form of dialogue development makes it illegitimate and unconstitutional. As the final agreement requires 2/3 of the votes of the Assembly to ratify, then the platform for dialogue is also legitimate and constitutional only when adopted by 2/3 of the vote in the Assembly.
  2. As the current institutions do not have political legitimacy to represent Kosovo in dialogue, then there are two possibilities: First, the dialogue should take place after elections by legitimate institutions based on their constitutional responsibilities. Second, creation of an all inclusive government, which concludes the dialogue and prepares the country for elections. In both cases, the dialogue is conducted only with the agreement of 2/3 of the votes in the Assembly.
  3. In any option, it should be clear to everyone that the territorial integrity of the Republic of Kosovo and the unitary character of the state are non-negotiable. Kosovo cannot enter bargaining of its territory. Kosovo Assembly MPs declared independence on February 17, 2008, in a voluntary manner, in accordance with the international partners. This decision has been defended by the state of Kosovo at the International Court of Justice, which concluded that Kosovo’s independence has not violated international law.
  4. The LDK has adopted the basic principles regarding the dialogue and we are ready to work with all political forces based on those principles.
