The news website reports that over 16,000 citizens signed a petition initiated by Mitrovica South Mayor Agim Bahtiri for the unification of Mitrovica. The Ministry of Local Government however has advised the Kosovo Assembly to turn down the petition as it does not meet the legal requirements. The Office of the Prime Minister on January 24 asked the Ministry to interpret the petition aimed at amending the Law on the Administrative Boundaries of Municipalities. The Ministry said in its reply that Bahtiri’s proposal did not specify the relevant article of the Constitution of Kosovo. “The Ministry of Local Government notes that the request was based on Article 79 of the Constitution which provides that ‘The initiative to propose laws may be taken by the President of the Republic of Kosovo from his/her scope of authority, the Government, deputies of the Assembly or at least ten thousand citizens as provided by law’. Mayor Bahtiri also did not name the proposal as ‘a legal initiative’ in accordance with the Constitution and law,” the Ministry said in its reply.
