11 Berlin conditions are mandatory for EU integration process (Vecernje Novosti)
Beside full implementation of the Brussels Agreement, Serbia will have to fulfill 11 German conditions, in order to open the first negotiation chapters with the European Union. Serbian Foreign Minister Ivica Dacic confirmed these speculations, which informal diplomatic sources are claiming for months.
“We are not clear which the conditions for continuation of integration are. In order to open the chapters, in addition to the implementation of the Brussels Agreement appeared 11 German conditions, among which some like removal of the Peace Park are not part of the Agreement.”
Dacic said that it is obvious that Brussels agreement is not the only condition, since the only point which was not implemented is forming of the Community/Association of the Serbian Municipalities, what would go in favour of Serbia. “In a meantime appeared the whole package of the conditions. It is the right time that Serbia clearly says that our interest is EU membership, but that it expects fair relation of Brussels and ‘opening of the cards’.“
According to unofficial information, beside ‘the Peace Park’ Berlin insist on building the facilities on administrative crossings, implementation of the agreement on energy, accepting Kosovo documents at the borders,… Many things have already been implemented like it is participation of Pristina in regional forums, or reaching the agreement on dissolution of Civil Protection service. However, it is obvious that all conditions must be fulfilled in order to progress on the road to the EU.
