The responsibility of establishing the ZSO is on the EU (Politika)
Minister of Local Government Ljubomir Marić says that the European Union bears the responsibility for the formation of the Community/Association of Serb Municipalities (ZSO), as it is a mediator and guarantor in the Brussels talks.
He stresses that the first version of the statute of the ZSO was presented to the EU in May 2015, when it was concluded that it is necessary to create a legal framework in Kosovo in order to fully define the statute and form the Community/Association in accordance with the agreements reached and agreed by the two prime ministers.
Marić says that the Government of Kosovo has to make a regulation or decree, and transfer elements of the Brussels agreement and principles of 15-points on the establishment of the ZSO from 25 August last year into the legal system of Kosovo. He adds that the regulation, with a detailed explanation of each point, should be presented to the constitutional court in Pristina to confirm compliance with the Kosovo Constitution so it could be a legal basis for drafting the ZSO statute.
Marić notes that the decree is not adopted by the Kosovo government, so the EU should finally pressure Pristina to unblock the process.
