Prior to the adoption of the Resolution were held negotiations between Yugoslav President Slobodan Milosevic and Viktor Chernomyrdin, who was the representative of the then Russian President Boris Yeltsin. These negotiations were completed in early June, with the mediation of Martti Ahtisaari, who represented the EU and the UN. Document on Milosevic-Ahtisaari-Chernomyrdin agreement, which was adopted by the National Assembly and then the federal government, was the basis for the Resolution 1244.

A member of the Central Election Commission (CEC) Nenad Rikalo said that it was decided that for voting in early parliamentary elections on Sunday can be used all valid documents.
In a statement for Tanjug, Rikalo said that voters can use even Serbian identity documents, if they are enrolled in the electoral roll. "All valid documents can be used including ID card, passport, IDP or refugee identity card, even UNMIK ID cards that are not valid, but on Election Day will be accepted," he said.

Zubin Potok Mayor Stevan Vulović has said that it was his "personal stance" that Serbs should not take part in the election in Kosovo scheduled for June 8.
"Priština is attempting, via all its institutions, to make the life meaningless for Serbs in Kosovo and Metohija, and it is my position, which does not mean it will be our final position - that under these conditions we will not participate in the election," Vulović told Beta.
