North Serbs breach Brussels agreement again (All monitored broadcasters, KTV)

Despite the announcements that insurance policy payment for vehicles entering Kosovo from Serbia would start on 8th January, it did not happen. KTV reported that vehicles at Jarinje and Bernjak border crossings moved normally, and no single penny was paid.

Serbs had warned that they would block the border if insurance policy would be distributed and if the payment would be applied. KTV sources reported that it was due to those dissatisfactions that the insurance policy application did not start, and that parties will again discuss this issue in Brussels.

None of the governmental institutions were willing to respond to KTV with regard to this issue.

EULEX might be restructured as two more missions (KTV)

As of June, the current EULEX Mission may be separated in two more missions. As part of restructuring, the EU and EULEX are seeking to establish three missions: one mission with executive powers for north, one for the ongoing cases, and a monitoring mission.

The EULEX mission in the north will have executive powers and a significant role in integrating rule of law structures into Kosovo institutions.

The second mission will deal with all cases that are in the proceeding procedure, including war crime cases. However, this issue is expected to be specified in the dialogue between the Kosovo Government and the EU, which will begin on 15th January in Brussels.

The third mission will have no powers, and it will move to the EU Office, operating under the responsibility of Head of the EU Office, Samuel Zbogar.

Minister of Justice Hajredin Kuçi highlighted that it was very important to have a decision on EULEX before 15th June.

Ivanovic: No symbols will be used in inauguration session (Klan Kosova)

Oliver Ivanovic, leader of the Serbia, Democracy, Justice civic initiative, stated that no symbols would be used in the inauguration session on Friday, where new leadership in north Mitrovicë/Mitrovica will be inaugurated.

Ivanovic added that no invitations have been sent for the inauguration session, as it is considered a continuation of the first session which failed to take place.

Vulin denies Kusari-Lila’s statement (RTK2)

Serbian minister without portfolio in charge of Kosovo Aleksandar Vulin denied on Wednesday the statement by Gjakovë/Djakovica Mayor Mimoza Kusari-Lila that he is guilty of the fact that Serbs were not able to reach the church in Gjakovë/Djakovica on Christmas, stressing that he expects from the international community to raise its voice, as he said, regarding the lynch of Serb believers.

In the meantime, Kosovo minister of labour and social welfare Nenad Rasic refuted the judgment of Aleksandar Vulin that Kosovo governmental system is apartheid. According to Rasic, the statements made by Aleksandar Vulin were emotional.

Rasic told Lajmi.net portal that the governing system is not apartheid at all, while he added that Gjakovë/Djakovica citizens shouldn’t have hindered the visit of displaced Serbs.

PDK insists that LDK promised its votes for reserved seats (KTV)

PDK Deputy President Memli Krasniqi said that LDK leader Isa Mustafa changed its words as far as reserved seats for minority communities. Talking to KTV show Rubicon Krasniqi said that Mustafa expressed himself in favour of these seats in each meeting they had on this issue.

However, LDK officials, who continue to be against extension of reserved seats for the Serb community, deny Krasniqi’s statements.

LDK MP Arben Gashi said that his chief (Mustafa) never declared himself in favour of reserved seats’ extension, since, according to him, with the change of the Constitution the country would be destabilized by overrepresentation.

Political analysts present in the show were also against increase of seats for communities, who said that election reform should be concluded without having constitutional changes.
