Parliamentary elections of Serbia in Kosovo not allowed (Radio Kosova)

Kosovo Government is not allowing Parliamentary elections of Serbia to be held in Kosovo, same as Serb officials have foreseen that in Kosovo to be opened 90 polling stations.

Kosovo deputy prime minister, Edita Tahiri said that Serbia cannot organize elections in Kosovo. She said that Brussels agreement for normalization, has given an end to any kind of interventions of Serbia into Kosovo internal relations. Meanwhile, analysts and representatives of civil society consider violation of constitution any kind of voting for those citizens who have dual citizenship.

Tahiri stated for Radio Kosova that 19 April agreement 2013 for the normalization of relations between Kosovo and Serbia gives an end to the interventions of Serb state into Kosovo internal affairs.

“Finally, Serbia cannot organize elections in Kosovo. The normalization agreement achieved in Brussels definitely brought to the end any kind of intervention from Serbia in foreign affairs of Republic of Kosovo.” She said that with the constitution citizens are able to have doubled citizenship. Therefore, it will be enabled to Serb citizens with dual citizenship to vote, but only through technical modalities enabled from OSCE However, OSCE mission officials in Kosovo say that they have not received an official request to facilitate this process. In other side the head of Republican Commission for Elections in Serbia, Dejan Gjurgjevic, stated that in Kosovo will be voted in 90 polling stations and that the Election Council will have three members.

“That what is most specific in comparison to Kosovo, as it was the same as in 2012, this three Election Council members will implement elections in these polling stations and when the voting is finished they are obliged to stamp all election material and with technical assistance from OSCE to transport to the centers in Rashke and Vranje where the votes are going to be counted and generate elections results.”

Analyst of constitutional issues, Mazllum Baraliu says that also through facilitating role of OSCE and collection points it should not be allowed voting of citizens with dual citizenship in parliamentary elections of Serbia in the territory of Kosovo. Same as Baraliu also Driton Selmanaj from Kosovo Democratic Institute KDI says that citizens with dual citizenship can go to vote in Serbia, but not in Kosovo, in whatever form they are organized.

Parliamentary elections in Serbia will be held on 16 March. In electoral map of Serbia is also included Kosovo.
